“Act of nationalism and xenophobia”: how the Russian Federation reacted to the words of an employee of the Norwegian consulate about hatred for Russians

The Ministry of Foreign Affairs of Norway expresses its regret over the behavior and statements of the administrative officer of the consulate in Murmansk, Elisabeth Ellingsen, made upon check-in at the hotel.

This is stated in the response of the press service of the Norwegian Foreign Ministry to a request from RT.

“The Ministry of Foreign Affairs deeply regrets this incident.

The statements made do not in any way reflect Norwegian politics or the attitude of Norwegians towards Russia and the Russian people.

This incident is being worked out by the ministry through the appropriate channels,” said the representative of the press service of the Tuva Foreign Ministry, Rones Bogsnes.

On the morning of July 30, the Mash Telegram channel posted a video in which Ellingsen, while in a Russian hotel, yells at an employee using obscene language, including stating that he hates Russians.

The reason for the outburst of aggression was a request to wait a bit until her number was removed.

According to Russian Foreign Ministry spokeswoman Maria Zakharova, she is "increasingly impressed" by Western values.

“At the moment, the Russian Foreign Ministry is working on options for responding to this outrageous act of hatred, nationalism and xenophobia.

Unless the Norwegian Foreign Ministry gets ahead of us.

The statements of this citizen clearly sounded hatred for one nationality and undisguised national superiority, ”she said.

As follows from the message of the Mash Telegram channel, the police also began checking the statements of the employee of the Norwegian consulate.

A criminal case under the article “Inciting hatred or enmity” may be opened against Ellingsen.

At the same time, lawyer, specialist in civil and international law Maria Yarmush noted that all diplomatic workers, including employees of the consular department of Norway, are protected by the Vienna Convention from administrative and criminal prosecution.

“Unless, of course, we are not talking about some serious criminal offense that the consul committed on the territory of the host state.

The consular officer, it seems to me, acted maliciously.

She understood what resonance her behavior would have in the future, because this is a hotel, there are cameras everywhere that record both video and sound, and she could not help but know this.

I even got the impression that she worked for the public.

Her actions fall under Art.

282 of the Criminal Code of the Russian Federation "Inciting hatred and enmity".

Perhaps she wanted to receive some kind of bonus or encouragement from Norway and the EU, which will become aware of this incident, ”she said.

According to the lawyer, at present, the diplomatic status of Elisabeth Ellingsen can be specified as part of the check.

“If she does not have immunity or consular diplomatic privilege, then she may at least fall under administrative responsibility.

If she has the status of a diplomat and will not receive any punishment because of her immunity, then she has a high probability of leaving Russia as persona non grata,” Yarmush said.

In turn, the editor-in-chief of the RT TV channel and the Rossiya Segodnya media group, Margarita Simonyan, condemned the behavior of the representative of the Norwegian Foreign Ministry.

“In general, in a self-respecting country, such a consul would have already been expelled, since it is impossible to arrest under Article 282 (article of the Criminal Code of the Russian Federation. -

).

For the obvious incitement of ethnic hatred, ”she wrote on Telegram.

Andrey Chibis, Governor of the Murmansk Region, commented on the situation: “We will not tolerate Russophobia in our country.

Let everyone who hates Russians go to hell from Russia.”

The first deputy head of the international committee of the Federation Council, Vladimir Dzhabarov, described the behavior of Elisabeth Ellingsen as "natural everyday rudeness."

Recall that since July 1, the Norwegian Consulate General in Murmansk has stopped accepting applications from citizens.

Norwegians were invited to contact the embassy in Moscow or the consulate general in St. Petersburg.

“The space for the work of the Consulate General in Murmansk to ensure Norwegian interests has significantly decreased over time.

In the conditions of the almost complete absence of activity, we cannot continue work as usual, ”the Norwegian Foreign Ministry said in a statement.

Norway, after the start of a special military operation of the Russian Federation in support of the republics of Donbass, joined the anti-Russian sanctions, closed its airspace to Russian aircraft and banned access to its ports for Russian ships.

Such actions on the part of Oslo led to the inclusion of Norway in the list of foreign states and territories committing unfriendly actions against Russia.
