  “建设自由贸易港还意味着成本更低、限制更少,这实际上也是自由贸易港的建设目标,否则就不叫自由贸易港了,或者自由贸易港的开放水平还不够。”夏锋强调说。

  如果说国际国内市场在海南是一场双向奔赴,那么面朝星辰大海发展深海深空产业,则是另一场浪漫又“高科技”的奔赴。今年4月,习近平总书记考察海南时强调:“要把海南更好发展起来,贯彻新发展理念、推动高质量发展是根本出路”,要“加大科技创新和成果转化力度”。

  科技创新,摆在了建设自由贸易港的核心位置。海南发挥“温度”“深度”“纬度”优势,加快建设南繁科技城、深海科技城、航天科技城,打造“陆海空”三大科技创新高地。在海南,越来越多“上天入海”的科研奇迹正在发生。

  种子是农业的“芯片”,创新给化解种业“卡脖子”问题带来了更多可能。在三亚崖州湾种子实验室副主任彭军看来,除了先天条件,海南优越的自由贸易港政策对于企业、科研机构都极具吸引力,全球动植物种质资源中转基地等平台的建设,将成为引进国外种质资源的重要通道,极大便利基础科研、国际交流和产学研转化,为实验室建设提供独特条件。
