Once, people's impression of it is that the facilities are old and the environment is poor.

But in the past two years, it has achieved a beautiful "transformation" and a new look.

  The change of Tianjin Xincun Community is a microcosm of Nanjing's continuous promotion of the renovation of old communities.

As an important part of urban renewal, from 2016 to 2021, Nanjing has renovated a total of 1,390 old urban communities, with a construction area of ​​37.81 million square meters, 12,427 houses, and 438,000 beneficiaries; in 2022, it plans to renovate old communities 128, involving 36,900 households.

Ask the people, discuss and build together

  From "old and broken" to "new home", what is the experience of the successful transformation of Tianjin Xincun Community?

  "Where and how to transform, the residents have the final say." Jia Hui, director of the property office of Ninghai Road Street where the community is located, introduced that in the whole process of transformation, the residents of the community played the main role.

  In July 2019, at the renovation plan meeting attended by representatives of the street community, design companies, and residents, the "folk designer team" made its debut.

The team includes retirees, enterprise managers, professional and technical personnel, etc., who jointly make suggestions for the transformation of the community.

  Tianjin Xincun Community is located near the historic district, close to colleges and parks.

"It is necessary to provide residents with a space that is more harmonious with the surrounding environment and has a more cultural atmosphere, so as to improve the living experience of residents." Cui Shuping, a member of the community's "folk designer team", suggested that efforts should be made to solve problems such as insufficient vitality and unclear cultural characteristics in old communities.

  According to everyone's suggestions, the community pays special attention to the consistency with the location characteristics during the renovation process: the gate of the community is made of steel structure aluminum plate and brown-yellow columns, reflecting the elegant style of the historical block; young and energetic.

  Nanjing adheres to the people-centered approach and strives to make the transformation results benefit more people.

  The Beiyuan Community of Yao'an New Village, Yaohua Street, Qixia District, was also built in the 1980s and has a high proportion of elderly residents.

From the start of the renovation at the end of 2020 to the completion of the construction at the end of 2021, the sub-district community has innovated to formulate a guarantee responsibility system, and the party members of the department are "subcontracted to households", visiting households, conducting discussions and research, organizing several meetings of residents' representatives, and collecting dozens of opinions and suggestions. Taking multiple measures simultaneously, livable and practical

  Residents of the community have repeatedly reported the cable problem, but it has not been resolved before.

The reason is that the cables belong to different units, and communication and coordination are difficult.

  In May 2021, things ushered in a turning point - Ganghongyuan Community was renovated, and the "pole line underground" was included in the remediation work.

  Zhou Jun, chief of the comprehensive planning department of Nanjing Qinhuai Real Estate Management Co., Ltd., who presided over the renovation of "pole line underground", introduced that trenches were excavated in the early stage, and the buried line plan was connected with the companies in charge of tap water, gas, rain and sewage diversion, etc., and the communication operators were coordinated in the mid-term. , connect the new lines to the homes of different residents, and later remove all the original "spider webs".

Among them, the simultaneous promotion of the existing residential elevator project has solved the problem of inconvenience for residents in many old communities to go up and downstairs.

In 2019, when the community piloted the installation of elevators, Aunt Xu was the first to sign up. "After communication, the neighbors quickly reached a consensus on installing elevators. The government subsidized part of the construction costs, and the elevators were built that year."

According to statistics, since 2016, Nanjing has installed a total of 1,226 elevators.

Equal emphasis on construction and management, long-term governance

  At the end of last year, the Tiantan Xinyu Community, Yueyahu Street, Qinhuai District, completed the renovation of the old community. At the beginning of this year, a new property company, Hengzhao Property, settled in.

When Chen Tingshu, the deputy general manager of the company in charge of the property management of the community, walked into the community for the first time, he was quite surprised that no one was handling the domestic garbage and it was scattered all over the place.

  Why is there such a problem in the newly renovated community?

After the garbage was cleared and transported, Chen Tingshu asked the residents about the situation.

It turned out that the residents of the community were dissatisfied with the services of the previous property company, some owners owed property fees, and the community management fell into a vicious circle.
