It is submitted to the State Duma by deputies Leonid Slutsky, Yaroslav Nilov, Alexei Didenko, Dmitry Svishchev, Boris Paykin, Sergei Leonov, Stanislav Naumov, Vladimir Koshelev, Andrei Svintsov, as well as senators Ivan Abramov, Elena Afanasyeva, Vadim Dengin, Irina Kozhanova.

“The draft federal law “On Amendments to the Federal Law “On State Social Assistance” is aimed at providing socially vulnerable categories of citizens with targeted state social assistance in the form of providing them with a single social discount card that allows them to receive a discount on goods, medicines and services,” — stated in the explanatory note to the bill.

The authors explain that the card is proposed to be provided to low-income families living in Russia and low-income citizens living alone, whose average per capita income is below the subsistence level established in the corresponding subject of the Russian Federation, citizens who find themselves in a difficult life situation, disabled people, parents raising disabled children , citizens who have reached the age of 55 for women and 60 for men.

According to the bill, a single social discount card is unlimited, valid throughout Russia and is provided on the basis of an application from a citizen entitled to receive it.

The procedure for the provision and use of a single social discount card, the list of documents required for its provision, the procedure for the participation of partners in the implementation of this card are established by the government.

The law is expected to come into force on January 1, 2023.

Earlier, the State Duma proposed to increase the tax-free amount of material assistance that employers can provide to their employees.
