To achieve the "four strictest" to protect food safety (people's health in the past ten years⑤)

Food is food to safety first.

Food safety is related to everyone's health and life safety, and it must be grasped tightly.

Since the 18th National Congress of the Communist Party of China, China's food safety work has made positive progress, and has truly achieved "the most rigorous standards, the strictest supervision, the most severe punishments, and the most serious accountability to ensure that the broad masses of the people" are on the tip of their tongues. Safety'".

1419 national food safety standards have been issued

Food safety is no trivial matter, and to create the most rigorous food safety standard system, can there be rules to follow on the issue of "eating with confidence".

Food safety standards are mandatory technical regulations, which are not only the basic compliance of producers and operators, but also an important basis for supervision and law enforcement.

Over the past 10 years, the National Health and Medical Commission has established a national standards review committee with nearly 400 experts from 17 departments and units. Adhering to the scientific basis of rigorous risk assessment, it has established an open and transparent procedure, extensive participation of experts in multiple fields, and scientific and authoritative review. The standard development system and the standard tracking and evaluation mechanism of in-depth cooperation between multiple departments of the whole society have continuously improved the practicability and credibility of the standard.

Up to now, 1,419 national food safety standards have been issued, including more than 20,000 indicators, covering the main health hazards from farmland to dining table, from production and processing to the whole chain of products, and to ensure the food safety of the whole population.

The standard system framework conforms to both the dietary structure of Chinese residents and international practices.

"According to the new "Food Safety Law of the People's Republic of China", our commission has taken the lead in comprehensively sorting out nearly 5,000 related standards that were previously managed by 15 departments and involved food." National Health Commission Food Safety Standards and Monitoring According to Liu Jinfeng, director of the Evaluation Department, the National Health and Health Commission has integrated the mandatory content of edible agricultural product safety standards, food hygiene, specification quality and industry standards, focusing on solving the problem of "a lot of standards, I don't know which one to use".

In recent years, in accordance with the requirements of "the most rigorous standards", the National Health Commission has improved the standard development system based on risk monitoring and evaluation.

At present, China's food safety standard system is divided into four categories: general standards, product standards, production and operation specifications and inspection methods, covering the whole process from raw materials to dining tables.

The four types of standards are connected to each other to manage and control food safety risks from different perspectives.

Liu Jinfeng introduced that China has served as the host country of the International Codex Committee on Food Additives and Pesticide Residues for 15 consecutive years, taking the lead in coordinating the food standards work of the Asian Codex Alimentarius Commission, and playing an active role in the development and exchange of international and regional food safety standards.

Monitoring of food contamination and harmful factors covers 99% of counties and districts

To let people eat with peace of mind, food safety risk monitoring and assessment is the "gatekeeper".

According to Li Ning, director of the National Center for Food Safety Risk Assessment, after more than ten consecutive years of organizing and implementing national food safety risk monitoring and assessment, the situation and trends of major food contamination in China have been preliminarily grasped. Incidence trends and incidence patterns.

"For example, poisonous mushroom poisoning mainly occurs in some areas in the south. In recent years, local governments have strengthened risk warnings for areas with high poisoning incidence, and increased targeted popular science propaganda such as consumers not picking or eating wild mushrooms, which has significantly reduced the incidence of poisonous mushroom poisoning. The number and death toll." Li Ning introduced that the National Food Safety Risk Assessment Center conducts risk assessments of hidden dangers discovered in a timely manner, and informs relevant regulatory authorities to promptly formulate and revise limit standards, effectively playing the early warning role of monitoring and assessment.

At present, China has established four monitoring networks for food contamination and harmful factors, food-borne disease monitoring and national food safety risk assessment system at the national, provincial, municipal and county levels.

Monitoring of food contamination and harmful factors has covered 99% of counties and districts, and food-borne disease monitoring has covered more than 70,000 medical institutions at all levels.

Food contaminants and harmful factors monitoring food categories cover all 32 categories of food such as grain and oil, vegetables and fruits, eggs and milk, meat and poultry, and aquatic products that residents consume daily.

"These measures enable the sensitive identification and early warning of important food safety hazards, which not only provide a scientific basis for the formulation of standards, but also provide strong support for the orderly development of industry norms and the protection of public health." Liu Jinfeng said.

In recent years, the food delivery business has developed rapidly, and online catering services have gradually increased, and its food safety issues have attracted widespread attention.

"From the perspective of food safety, whether it is takeout or dine-in, online shopping or physical store purchase, the safety requirements for food are the same." Liu Jinfeng said that the National Health Commission and the State Administration for Market Regulation have formulated and issued the "National Food Safety Standard for Catering Services". General Hygiene Regulations, which came into effect on February 22 this year.

Producers and operators of food delivery and online shopping should strictly abide by relevant laws, regulations and standards, strengthen the management of production, storage, transportation, and distribution, and jointly maintain the “safety on the tip of the tongue” of consumers.

Adopt strict approval management system for food additives

Food additives can improve the quality and color, aroma and taste of food, and play an important role in preventing food spoilage.

But many people have doubts about food additives - can they be eaten?

"The development of the food industry is inseparable from food additives, such as colorants used to improve the color of food, preservatives used to prevent food spoilage, and coagulants used to make tofu in brine. These are all food additives. It is the existence of food additives, Only the production, storage, transportation and circulation of food can be carried out normally, and the variety of food in the supermarket can be so colorful." Li Ning said that China adopts a strict approval management system for the use of food additives, only if it is really necessary in terms of process technology. And only food additives that are determined to be safe and reliable after risk assessment are approved for use.

Even if safety is assured, it will not be approved for use if it is not technologically necessary.

China has strict regulations on which foods can be used and how much each food additive can be used in; there are also strict relevant requirements on the management and labeling of food additives and the production license of food additives.

As long as the food additives that meet the standards are used in accordance with the standard scope and amount of use, they are all safe.

Some consumers are worried about whether the same food additive contained in a variety of foods they ingest on a daily basis will exceed the standard and bring extra burden to the body.

In this regard, Li Ning said that the National Health and Health Commission has fully considered the situation that consumers may ingest multiple foods containing the same additive in a day when formulating the use range and dosage of each food additive in food.

"As long as manufacturers strictly follow the standards of food additives and the food is qualified, consumers do not need to worry about the additional burden of additives on their health." Li Ning said that consumers are advised to mix and balance their diets reasonably. According to China The dietary pattern recommended by the Residents' Dietary Guidelines, eat healthier and more nutritious.
