The opinion issued yesterday by the General Advocate of the Court of Justice of the European Union (CJEU),

slipped unexpectedly into the agenda of the meeting that will be held today in The Moncloa Sánchez and the president of the Generalitat,
Pere Aragonès
, who will demand to address once and for all a solution for the return of the former head of the Government and today a
Junts per Catalunya
MEP .
The conclusions presented by the French lawyer, which even though they are not binding, agree with the
Supreme Court
when it asked the Belgian Justice to hand over former counselor
Lluís Puig
to Spain , could be a turning point for the future of the former Catalan president and the rest of the pro-independence politicians who fled the country almost five years ago, after the secessionist declaration proclaimed in Parliament in October 2017.
That is why, in his face to face with Sánchez, Aragonès will refer to one of the pillars of his maximum program for bilateral negotiation:
amnesty
.
The final decision that the CJEU makes in a few months regarding the Puig case may mark the political course of both presidents, especially that of the Catalan.
In less than a year, Aragonès will have to submit his management to the scrutiny of the Autonomous Chamber through a matter of trust, as he agreed with the
CUP
to win his support in the 2021 investiture. By then he should present some progress in his commitment to dialogue with the Government, something that neither his Junts partners -who maintain their refusal to sit at the negotiating table with the central Executive- not even the CUP itself believes it possible.
If the image of Puigdemont in the hands of the Spanish Justice is added to this, the political situation would become insurmountable for the Catalan president.
Amnesty
The Minister of the Presidency of the Generalitat,
Laura Vilagrà
, assured last weekend, after her last meeting with the Minister of the Presidency,
Félix Bolaños
, that the restarted dialogue between the two Executives will pivot on amnesty and self-
determination
.
However, given that the possibility of holding an agreed referendum is now remote, the resolution of judicial issues that affect the independence leaders has become a priority, according to the
minister
.
Until now, the Government has always cooled any reference to studying an amnesty process.
The
pardons
granted a little over a year ago to the secessionist leaders sentenced to prison by the Supreme Court in 2019 somewhat placated the demand for this legal measure.
At different times, the Executive has put other alternatives on the table, such as a reform of
the Penal Code
to modify the crime of
sedition
.
However, this would not mean an immediate solution for the future of Puigdemont and the rest of the escapees, who would face a request for less prison sentences than that of their former Cabinet colleagues, but would also require a subsequent pardon from the Government to recover freedom.
Precisely, this is the formula that the Minister of Culture and Sports, the Catalan
Miquel Iceta
, has mentioned on more than one occasion in recent days as the most plausible to find a way out of the judicial labyrinth that has surrounded the former
president
since 2017 through of "happy solutions".
In addition to redirecting relations after the crisis opened by the so-called
Catalangate
, the meeting between Sánchez and Aragonès should lay the foundations for the next meeting of the
dialogue table
, which could be held before the end of this month.
The forecast is that two bilateral sessions will be organized before the end of this year.
