The flash flood caused five villagers in Dongfeng Village to be washed away by water, one of them was killed and four lost contact.
At about 18:50 on the same day, four staff members of the construction unit of Heilongjiang Provincial Communications Investment Group Co., Ltd. in Chaoyangshan Town encountered flash floods on their way to the construction site of Dahengshan to pick up the guards. One of them escaped and three lost contact.
After the incident, the two-level party committees and governments of Heihe and Wudalianchi City immediately launched emergency response, and quickly organized emergency departments, public security, health, civil affairs, natural resources and other departments, as well as armed police officers and soldiers, and fire and forest fire commanders and fighters to carry out rescue and disposal work, and transferred overnight. The villagers and relevant rescue teams are doing their best to carry out search and rescue work, and medical rescue personnel have also rushed to the scene to prepare for treatment.
