In this week of reshuffle, it is the brand new Secretary of State in charge of Ecology who is criticized.

Bérangère Couillard, MP for the 7th constituency of Gironde, has, according to Internet users, nothing to do with this post.

Several publications circulate according to which she would be ranked sometimes 602nd, sometimes 594th MP on the implication for ecology.

But where does this ranking come from?

Publications cite the site Parlementerre.fr as a source.

The latter is managed by a French association for citizen mobilization in favor of environmental protection, Agir pour l'environnement.

She wanted to highlight, on the eve of the legislative elections, the votes of the deputies of the previous legislature on environmental issues,

This ranking has 655 ranks, more than the 577 seats in the Assembly.

And for good reason: in 61 constituencies, there are several deputies due to government appointments or deaths.

The elected MP was therefore taken into account, followed by his replacement.

The ranking is based on 17 votes that took place between May 2018 and April 2021. "To respect a political balance and not to distort the result, we have diversified the origin of the amendments as much as possible", explains the association.

Some come from the presidential majority, others from the socialists, the rebels, the right... Each deputy has + 1 point if he has voted in favor of one of the ecological measures, 0 if he was absent or has abstained, and – 1 point in the event of a vote against.

And Bérangère Couillard ranks 602nd out of the 655 deputies evaluated.

In detail, the new Secretary of State in charge of Ecology did not vote for any of the proposals of the selection made by the association, as we can verify on the vote reports.

It voted against five amendments: the abolition of the tax benefit for kerosene for aircraft on domestic lines, the maintenance of small railway lines, free public transport services in the event of pollution, the improvement of night train on a national and European scale, and the moratorium on the creation of commercial surfaces in the event of land artificialisation.

She abstained on the law to reauthorize the use of neonicotinoid insecticides

And then was conspicuous by its absence.

Among the votes in question are the establishment of a daily vegetarian menu in school canteens and the banning of endocrine disruptors in the same school canteens.

Also, concerning transport, the vote on the ban on the construction of new airports and the extension of existing airports and the ban on domestic flights in the event of a rail alternative of less than 4 hours.

As confirmed by the results of the vote in the Assembly, on the subject of the use of chemical products in crops, she was not present for the vote on the establishment of a tax on nitrogenous fertilizers, the ban on glyphosate, ban on spreading phytosanitary products near homes, ban on importing foodstuffs produced using substances banned in the EU.

It was also absent for the ban on the production, storage or sale of unauthorized phytopharmaceutical products in Europe, for the compensation of victims of the use of phytosanitary products, and finally for the abolition of the tax advantage for the import of palm oil.

So much information that explains its place in the classification of Parlementerre, without justifying the methodological relevance of the latter.
