The report contains data on the activities of the agency for the period from 2005 to 2016.

“The document contains information on the assessment of the effectiveness of healthcare systems, veterinary medicine and biosecurity, prepared by a group of American experts in 2016,” Kirillov said.

This is a concept document for further planning of the military-biological activities of the Pentagon in Ukraine, the military leader emphasized.

The document contains conclusions on the implementation of the main directions of the program, he added.

In it, experts note that “there is no legislation in the country regarding the control of especially dangerous pathogens” and there are significant shortcomings in biosecurity.

At the same time, the current state of Ukraine's resources makes it impossible for "an effective response of laboratories to emergencies in the public health system."

American experts also noted non-compliance with biosafety requirements during work and storage of collections of microorganisms.

“According to the results of an expert assessment, it is concluded that there is no system for the protection of dangerous pathogens in Ukraine,” Kirillov said.

At the end of March, the Ministry of Defense reported that the Pentagon was involved in the planning and implementation of biological projects in Ukraine, in particular, one of the key figures is Robert Pope, at that time a DTRA employee.

The coordination of military biological projects and the selection of performers was led by Joanna Wintrall, head of the DTRA office in Ukraine.
