Institutional establishment departments and education departments across the country have thoroughly implemented the requirements of General Secretary Xi Jinping, taken effective measures to guide local innovation and tap potential, and effectively increased the guarantee of basic education establishment.
Since its establishment in 2001, the national standards for the establishment of teachers and staff in primary and secondary schools have been adjusted twice to gradually improve the establishment standards in rural areas, counties and towns.
In response to the imbalance of basic education between regions caused by economic and social development, population mobility, etc., in June 2021, the Central Commission Office and the Ministry of Education jointly studied and issued the "On Promoting Primary and Secondary Schools" based on serving the people and doing practical things for the development of education. The “Notice on Completion of Faculty and Staff to Fully Meet the National Basic Standards” requires all localities to achieve the provincial (autonomous region and municipality) total compliance by the end of 2021, and to achieve the county (including prefecture-level municipal districts) as a unit by the end of June 2022.
All localities conscientiously implement the requirements for meeting the standards, and through deepening the reform of public institutions and industry reform, streamlining the establishment of careers, and focusing on the field of basic education; and the primary and secondary school staff in the population inflow areas; effectively revitalize the empty staff resources through the use of big data thinking, and resolve the structural contradictions of idle staff and insufficient staff; by increasing the supervision and inspection efforts, make illegal borrowing, occupation and misappropriation of teachers and staff. The total number of teachers and staff in primary and secondary schools has increased significantly.
It is a new starting point for the staff establishment of primary and secondary schools to meet the standards in an all-round way.
