After investigation, the proportion of Zhou Peiyuan Foundation's public welfare expenditure in 2020 was 2.57%, which violated the provisions of Article 29, paragraph 1, of the "Foundation Management Regulations".
According to Article 42(1)(4) of the "Foundation Management Regulations", the Ministry of Civil Affairs issued an administrative penalty to Zhou Peiyuan Foundation with a warning.
At the same time, according to the relevant provisions of the "Measures for the Management of Social Organization Credit Information", from the date when the administrative punishment takes effect, the Ministry of Civil Affairs will include it on the list of the untrustworthy social organizations with serious violations of laws.
