It is noted that the consideration of the law was initiated by the head of the State Duma Committee on the financial market Anatoly Aksakov.

The document states that operators of electronic platforms are recognized as subjects of the national payment system.

They will have the right to make settlements on transactions that are made using electronic platforms, but subject to a number of requirements. 

The law provides for changes that are aimed at eliminating the possibility of using digital financial assets and utilitarian digital rights as a monetary surrogate.

The document establishes a direct ban on their transfer or acceptance as a counter provision for goods and services.

In February, the Russian government approved the concept of legislative regulation of digital currencies.
