Abu Dhabi Health Authority: 3 cases that do not result in violations of non-participation in the health insurance program


The Department of Health Abu Dhabi, the regulator of the health care sector in the emirate, reported that there are some cases of non-subscription or renewal of subscription by the sponsor in the health insurance program that do not entail a violation or a financial fine, including the case of the sponsored absconded, the death of the sponsor, or in cases of illegal residence. 

In detail, the Department of Health clarified that no violation of the provisions of the health insurance program or imposition of a fine on the sponsor shall be issued from the date of the sponsored escape report to the date of the situation modification, provided that an official document is submitted stating that the escape report is submitted to the competent government authority, and no violation or fine is issued in In the event of the death of the sponsor, provided that the death is proven. The same applies to illegal residents of the Emirate of Abu Dhabi who were not under the sponsorship or responsibility of the sponsor during the period of their illegal stay in the country.


The department called on members of the community to subscribe or renew their subscription to the health insurance, in the context of its keenness to provide health care services to all members of the community in Abu Dhabi and to ensure the continuity of health insurance coverage for all participants and support it to access continuous and integrated health services whenever they need it and to spare them the fines that result from failure to do so. they do so.


The Department of Health Abu Dhabi noted that if the fines incurred by health insurance subscribers sponsored by individual sponsorship were paid during the period from October 24, 2021 until the announcement of the extension of the deadline on November 11, 2021, a request can be submitted to refund the fines paid with the health insurance company to recover the value of those Fines, after deducting the grievance fee of 100 dirhams from the value of the fines paid.

And the department had announced last year that health insurance subscribers who are sponsored by individual sponsorship will be exempted from the fines incurred by them as a result of delay in subscribing or renewing the health insurance subscription until the end of the year 2021, explaining that the department will calculate the fines for each person who has not subscribed at 300 Dirhams per month, in accordance with the provisions of Health Insurance Law No. 23/2005, its amendments, and its executive regulations.
