“The Government of the Russian Federation is creating a Russian ... LLC, to which, on the basis of this decree, all rights and obligations of Sakhalin Energy Investment Company, Ltd. are transferred,” the text says.

According to the decree, the property of Sakhalin Energy will be transferred to the ownership of Russia with simultaneous transfer to the free use of the new operator Sakhalin-2.

The document emphasizes that the measures were introduced in connection with the threat of natural and man-made emergencies, the threat to the life and safety of people, as well as the threat to the national interests and economic security of Russia.

In April, the Financial Times reported that the British-Dutch oil and gas group Shell had initiated the process of a "painful exit" from Russia's Sakhalin-2 energy project.
