Author Chen Xinxin Director and researcher of Taiwan, Hong Kong and Macau Law Research Center, Chinese Academy of Social Sciences

In the 25 years since Hong Kong's return to the motherland, it has achieved world-renowned achievements and has also experienced the test of wind and waves.

What is the future of Hong Kong based on?

By what development?

Does Hong Kong still have a unique function in the national development strategy?

The majority of Hong Kong compatriots and all sectors of society are extremely concerned.

1. Hong Kong's unique strategic role as a bridge and liaison point between China and the West is supported by special historical reasons and the realistic and objective needs of both sides

After the founding of the People's Republic of China in 1949, the Chinese mainland began to fully implement the new democratic system, and then transitioned to the socialist system in a relatively short period of time.

However, out of the need for ideological confrontation, the major developed capitalist countries have adopted strategic blockade measures against mainland China. Hong Kong, which is still under the rule of the British Hong Kong authorities, has begun to play a strategic role, that is, to implement the new democratic system or The bridge and liaison point between the socialist system of mainland China and the major developed country groups that implement the capitalist system.

Although there are sharp contradictions and differences in ideology and social system between China and the major developed capitalist country groups, and even confrontational relations, both sides need such a bridge and liaison point in order to maintain the relationship between the two sides. exchanges and normal trade.

Therefore, the existence or abolition of this strategic function of Hong Kong is not decided by the opposing parties solely on the basis of their own subjective wishes, but by the objective interests of both parties.

If any party does not act in accordance with objective needs and corresponding laws, it will suffer greater loss of national interests, or at least lose rich opportunities for benefits.

It is precisely because this strategic role of Hong Kong is jointly needed by China and major developed country groups that the two sides can take tacit actions during the Cold War, reserve necessary political and institutional space for Hong Kong, and accept Sino-British negotiation through joint efforts after the end of the Cold War. The statement stated that on the premise of affirming China's sovereignty over Hong Kong, the Hong Kong issue left over from history will be resolved through the peaceful means of "one country, two systems", and China's exercise of sovereignty over Hong Kong will be resumed, so that Hong Kong will continue to maintain and play this strategic function.

Both China and the UK should respect history, respect reality, respect the needs of objective interests and the laws of development of human civilization and society, and only reach a consensus by adopting an attitude of seeking truth from facts.

2. Institutional contradictions and the anti-China behavior of some governments and politicians cannot stop Hong Kong's strategic function

In recent years, the intensified friction between China and the United States, as well as the activities of anti-China hostile forces in Hong Kong that endanger China's national security, have led to "black violence" incidents in Hong Kong.

With the support of the central government, the government of the Hong Kong Special Administrative Region has taken decisive measures in accordance with the law to curb the development of "black violence" and stabilize social order and the situation in Hong Kong.

However, many people, especially those working in the financial and economic fields, have a strong sense of anxiety and hesitation about the future prospects of Hong Kong.

We should adopt a dialectical attitude when we recognize this issue.

On the one hand, it is necessary to face up to the "black violence" incident in Hong Kong, especially the current international political background, for Hong Kong to continue to play a role as a bridge and liaison point between mainland China, which implements the socialist system, and the major developed country groups that implement the capitalist system. A strategic function that creates great challenges.

The role played by Hong Kong also needs to be adjusted accordingly.

On the other hand, it is also necessary to realize that it is precisely because of the needs of the opposing sides for the strategic function of Hong Kong that there is a strong objective reality, which does not depend on human will, and does not depend solely on the ideology and subjective wishes of one party. Can decide to save or discard.

The more the societies on both sides of the conflict develop and the gap between their strengths narrows, the more long-term rather than temporary demand for Hong Kong's strategic function will be, and the more it will be necessary to keep pace with the times rather than gradually becoming obsolete.

This fundamentally determines that Hong Kong can and should continue to play a strategic role.

The so-called sanctions imposed on Hong Kong by some major developed countries will also hurt their national interests and the common interests of the relevant group of countries.

For the camp of capitalist countries, the will of domestic and international capital groups to maximize their interests cannot be effectively suppressed only by the subjective wishes and ideology of the governments of capitalist countries or some politicians.

On the contrary, for politicians who damage the fundamental interests of the capital group, or even the government and related legal systems, the capital group will use the capitalist democratic system and the rule of law to adjust.

Therefore, those politicians in the United States and the West all know and understand that they will never take the risk of losing their ruling position or even ending their political lives by engaging in political gambling with no chance of winning.

3. Adhering to development as the center and fully and accurately implementing "one country, two systems" is the key to ensuring the normal functioning of Hong Kong's strategic functions

In the future, if Hong Kong wants to play the role of a bridge and a liaison station between mainland China, which implements the socialist system, and the major developed countries that practice the capitalist system, in the final analysis, the overall level and quality of development in mainland China provides a source of confidence and fundamentals. material basis of sex.

Only by constantly advancing with the times and improving the quality of development in mainland China can it ensure that it has the strength and conditions to maintain a relatively equal cooperative and competitive relationship with major developed country groups, and can support and enable major developed country groups even for their own sake. The national interests and fundamental interests of the group have to maintain and use Hong Kong as a liaison station and bridge with mainland China for a long time, and will not resort to sabotage just because of differences in ideology and social systems, confrontation or even hostility A decisive measure for this strategic function of Hong Kong.

Because such unwise measures will harm rather than benefit their national interests and the fundamental interests of the capital group.

This is precisely the objective material basis for Hong Kong's future strategic functions not to be simply transferred based on the subjective wishes of some people. The situation is stronger than that of people.

Adhering to the comprehensive deepening of reform and opening up and constantly enriching the connotation of "one country, two systems" are the keys to doing our own business well and developing ourselves well.

Therefore, the comprehensive and accurate implementation of "one country, two systems" enables both China and major developed country groups with ideological and institutional confrontation and even confrontation to obtain reasonable, sufficient and sustainable benefits through Hong Kong, which will fundamentally ensure the bridge between Hong Kong and contact station function.

Recognizing the nature of objective law development and change can increase our confidence.
