  McManus said the trailer was found by a worker at a nearby business who "heard cries for help and came out to check," who found the truck's doors partially open and found some remains inside.

  Law enforcement arrived at the scene around 6 p.m. and found most of the remains inside the truck, with at least one body outside the vehicle.

  "They have families ... just maybe looking for a better life," said San Antonio Mayor Ron Nirenberg. "It's just a terrible human tragedy."

  Officials did not say how the men died, but suggested extreme heat was a factor.

San Antonio and other Texas cities have been experiencing high temperatures in June.

The temperature in the city even reached 39.4 degrees Celsius on the 27th.

  Fire Chief Charles Hood revealed that the truck, although designed to refrigerate, had "no visible, working air conditioning" and no potable water inside.

  All victims are believed to have crossed the border illegally into the United States.
