It was in May that Piteå-Tidningen revealed that park manager Ulrika Bohman had given staff the task of building a Japanese pavilion in her private garden.

The head of administration, Annika Nordstrand, first backed up the park manager, but then turned around and shut down Bohman pending an investigation.

- We in the municipal management take the issue very seriously and even though we currently do not see that it is a violation of the rules, we will investigate the matter thoroughly, Annika Nordstrand said to Piteå municipality's website in May.

The investigation is complete - gets harsh criticism

On Tuesday, the municipality's external investigation was completed.

The inquiry has examined and analyzed documents, internal regulations, guidelines, invoices, accounting documents, minutes and driving records.

The external investigation concludes that the park manager has given himself benefits and improper use of his position for private benefits.

- There was also a danger that the municipality would bear all or part of the cost, says Annika Nordstrand, head of administration culture, park, leisure during a press conference.

She continues.

- Confidence in the department head is exhausted.

"Damage to trust for residents"

Piteå municipality therefore decides to start a personnel case and report the park manager Ulrika Bohman to the police because her actions may be criminal.

The park manager has currently not paid the invoices for the Japanese pavilion.

- The action can be assumed to cause a risk of financial damage and constitute a damage to trust for the municipality's residents, says Annika Nordstrand, head of administration culture, park, leisure.
