The death toll from a missile attack on a shopping center in Ukraine by Russia has risen to 18.

Sanctions to isolate Russia continue to be added, but Russia is pressuring Ukraine to stop the attack if it surrenders.

Russia's defense ministry claims the attack was on an arms depot, not a shopping mall.

United States is mobilizing the Treasury and State Departments to add sanctions against Russia and put pressure on all sides.



It also restricted visa issuance to more than 500 Russian soldiers and officials, including sanctions against 29 individuals and 70 institutions, including Russian defense company Rostec.



In addition, it is pushing for the introduction of a price cap on Russian crude oil, raising the level of pressure on Russia.
