The notice pointed out that in order to implement the "Notice of the General Office of the State Council on Printing and Distributing the Implementation Plan for Urban Gas Pipelines and Other Aging Renovation and Transformation (2022-2025)" (Guobanfa [2022] No. 22), accelerate the promotion of urban gas pipelines and other aging updates. For the renovation, the General Office of the Ministry of Housing and Urban-Rural Development and the General Office of the National Development and Reform Commission organized the compilation of the "Guidelines for the Assessment of Aging of Urban Gas Pipelines" (hereinafter referred to as the work guideline).
The work guide mentioned that in accordance with the principle of "who owns, who is responsible", professional gas business units are responsible for the aging assessment of municipal pipelines, gas plants, and facilities that they own.
Professional gas operating units may entrust third-party institutions that meet the regulations to conduct assessments or conduct assessments themselves as required.
The pipelines and facilities included in the scope of renovation are directly determined according to the daily grasp of the situation, and no further evaluation is required.
The work guide also mentioned that the organization and evaluation should make full use of the design data, completion data, operation and maintenance records, leak detection records, maintenance and transformation records, hidden danger investigation records, inspection and testing records and other information of gas pipelines and facilities. All localities should incorporate important evaluation information into the gas supervision system, and where conditions permit, they should promote the deep integration of the gas supervision system and the comprehensive management information platform of urban municipal infrastructure to realize dynamic supervision of gas pipelines and facilities.
