According to the meteorological forecast, from the 26th to the 28th, there will be a moderate to heavy rain in southern Shaanxi, eastern Southwest China, central and eastern North China, Huanghuai, Jianghan, Northeast China, western and northern Jiangnan, and northwestern South China, and there will be heavy rains in some areas. , There are local heavy rainstorms. It is necessary to establish bottom-line thinking and limit thinking, overcome the mentality of luck and paralysis, strictly implement the flood control guarantee responsibility system, and consolidate the grass-roots defense responsibility. The flood control responsible persons in the relevant regions, especially the cadres of Baoxiang Bao Village, must sink to the front line in advance, and supervise and guide the responsibility. The districts and contact points should do a good job in the transfer of personnel to avoid danger, the inspection of key parts, and emergency rescue and disaster relief.

  The consultation required that people should be effectively transferred to avoid dangers in hilly areas during heavy rainfall, and the five key links of "who to transfer, who organizes, when to transfer, where to transfer, and how to manage" should be firmly grasped, so as to avoid casualties.

It is necessary to strengthen the measures of "civil air defense + technical defense + physical defense", formulate simple, clear and effective personnel transfer and risk avoidance plans, strengthen risk monitoring and disaster prediction, increase inspection efforts, and target emergency rescue forces.
