There is a real hunt for conscripts in Ukraine.

If earlier an employee of the military registration and enlistment office had to hand the summons to a young man, now this function can be performed by representatives of local governments.

You came to the administration to get some kind of certificate - you additionally receive a summons.

The police are allowed to detain citizens on the streets and deliver them to the military registration and enlistment offices.

The apogee of such a civil policy was the story that happened in mid-June in Odessa.

At one of the city's entertainment venues on the beach, a young couple had sex in public.

The video hit the Internet and attracted the attention of law enforcement agencies.

Experts quickly established that the characters in the video are fit for military service. 

The violators were quickly found and were about to be sent to the front.

The head of the military administration of the city, Sergei Bratchuk, even reported on this in hot pursuit.

However, later it turned out that the young man was a foreigner and, thus, was not subject to mobilization.

Then the couple was charged with hooliganism.

Now they face up to five years in prison.

How exactly the summons was handed to the foreigner, Bratchuk did not explain.

Tactful Appeal

The indignation of Ukrainian citizens is also caused by the tactics of the military registration and enlistment offices.

Their employees now do not always bring summonses home, as they used to, and often literally catch people of military age - on the streets, in cafes, entertainment venues and on the beaches.

When Ukrainian lawyers began to study the legitimacy of such actions, it turned out that the law had been corrected and there were no violations in this.

“In Ukraine, during the general mobilization, subpoenas can be handed in person in any place: on the street, at checkpoints and in the workplace,” Kyiv lawyer Maxim Lapshin explained the situation on social networks.

He confirmed that summonses are issued on the streets to all people of military age.

“Ukraine needs fresh forces.

Therefore, first of all, recruits are mobilized.

Summons are handed to them in public places (everyone knows this): in shopping centers, recreation areas, gas stations - it does not matter.

The goal was to recruit as many as possible to form a military reserve, ”said an employee of the military registration and enlistment office. 

According to retired FSB General Alexander Mikhailov, the Ukrainian authorities took such extreme measures due to the fact that citizens massively evade the draft and do not want to go to war.

Nikolai, a resident of Zaporozhye, told his story to RT, who, during a trip to another settlement, together with a friend, was stopped at a checkpoint and demanded to present military tickets.  

“The conversation ended with us being released under an obligation to urgently go to the military registration and enlistment offices at the place of registration to obtain documents issued to citizens before military service.

Now we are hiding in a small village.

We rarely try to go outside, there is no talk of trips to the city or through checkpoints, ”said Nikolai. 

Now a criminal case can be initiated against the young man.

He knows about it, but still prefers to hide from the army.

In Odessa, people are already accustomed to the daily distribution of subpoenas on the street and oppose the authorities as best they can.

Residents of Odessa who disagreed to serve created a Telegram channel, in which they indicate in real time the addresses where patrols and military registration and enlistment officers work. 

The Odessa authorities also use an effective tactic - door-to-door bypass.

They do not go to a specific conscript at a specific address, but collect data on all tenants in total.

They knock on all doors and demand to provide the personal data of the men in the apartments.

If they refuse, they are threatened with criminal prosecution.

If the military commissars did not find the conscript at the place of registration, they often stick the summons directly on the front door of the apartment.

In order to reduce scandals on the streets and in public places, they try to invite citizens to police stations under any pretext, for example, to check documents, for minor violations of public order, traffic rules, late payment of loans or utility bills, and so on.

The state of health of conscripts and mobilized is not very worried about doctors.

An Odessa citizen named Eugene received a summons on the street.

He came to the recruiting office drunk on purpose.

Nevertheless, he was sent to undergo a medical examination. 

“First of all, they find out whether he served or not.

If not, then they are sent to the medical board.

Only four doctors: a surgeon, a neurologist, a psychiatrist and an ophthalmologist.

No surveys are carried out.

Doctors only ask questions - that's all, ”said Eugene in an interview with RT.

Yevgeny was declared fit for service, sent home and ordered to appear at the military registration and enlistment office the next day.

Women's business

To ensure the conscription and mobilization of women, the scope of the law was expanded at the end of last year.

Then a law came into force, according to which women from 18 to 60 years old in certain professions are required to independently register for military registration.

This legislative initiative was personally submitted to the Verkhovna Rada by Volodymyr Zelensky, and as a result it was adopted.

And in December 2021, the Ministry of Defense of Ukraine published order 1566/37188 “On approval of the List of specialties and (or) professions related to the corresponding military specialties, after which women are taken to the military registration of those liable for military service.”

According to this order, women of dozens of professions are subject to military registration, including employees of various levels of the judicial and executive branches of government, from court secretaries and office workers to employees of prosecutorial supervision.

However, women of purely civilian professions were also on the list of those liable for military service: heads of advertising and public relations departments, managers in the field of information provision, advertising managers, information analysts, editors, journalists and a number of others.

According to military expert Viktor Litovkin, women of these professions can only be called up as employees of the Ministry of Defense for civilian positions, but this does not exclude the possibility that they may end up at the front.

“Women in these professions are not military personnel and are liable for military service, but they can be drafted into the army by order of the president.

They are not combatants, they should not take up arms and take part in hostilities, but they can be seconded to combat units, ”the expert emphasized.

According to the new law, women with the listed professions are required to voluntarily register for military service by December 31, 2022.

Otherwise, they face a fine.

Also, women of the above professions cannot get a new job without having a military ID or temporary certificates issued at the military registration and enlistment offices. 

It is not known for certain how the female civilian reserve will be used, but if it comes to the front, then such personnel simply will not be able to effectively perform their tasks, Alexander Mikhailov is sure.

In some regions of Ukraine, for several months now, the voluntary recruitment of women into so-called self-defense units and terbatalions, including those who plan to be sent to the front, has been popularized.

Thus, in April, the mayor of Ivano-Frankivsk announced the recruitment of girls and women to the battalion "Carpathian Sich" and stated that they "will serve on an equal basis with men." 

The mobilized volunteers are being sorted.

Someone is sent to rapid reaction units to guard various objects in the rear, others are being prepared for the front.

There they take a course of training from NATO instructors or the military of the Armed Forces of Ukraine.

Last Waves

The general conscription into the Ukrainian army is associated with heavy losses at the front, experts say.

Already, the combat units of the Armed Forces of Ukraine are staffed with people who do not have experience in military service.

“If we take the 36th Marine Brigade, then only a few of them graduated from professional military schools, all the rest are mobilized in 2014-2018.

In some units, at least 80% of the personnel are mobilized from the last waves.

There are also women among them.

This is real cannon fodder,” said political scientist Sergei Karnaukhov.

Young people of draft age rushed to Poland, some to Germany, some to where.

We managed to scrape together 70-80 thousand. Then the second wave, the third wave.

But all this was absorbed by the defense battalions, ”a military expert, reserve colonel Viktor Baranets, told RT.

From the very beginning of the special operation, the Ukrainian command forms the so-called territorial defense battalions.

These units of armed non-professionals were supposed to keep order and protect their cities.

In February and early March, volunteers willingly went there, but after the terbats began to be sent to the front, the number of people wishing to join their ranks dropped sharply. 

Terbats are the worst equipped with weapons, transport, ammunition and food.

Their fighters regularly write down angry appeals to their president, complain about the poor organization of the service and the criminal orders of the commanders.

Often, it is with terbats that they try to plug holes in the most dangerous sectors of the front.

This tactic is due to the fact that a large number of trained Ukrainian soldiers were killed or wounded in the first months of the special operation.

“There are not enough contractors and officers.

The shortage of personnel in the Ukrainian army is growing, because during the special operation a huge number of seasoned Nazis were put out of action.

And those storerooms that got into service are not suitable for battle.

But the most important thing is that there is a shortage not only in military personnel, but also in the defense.

There is such a shortage that even women are being recruited,” says Viktor Baranets.

Serve or sit

It got to the point that the Ukrainian military began to replenish their ranks even with criminals.

So, on May 17, the head of justice of Ukraine, Denis Malyuka, reported on television: “363 people have been released from prison.

This was preceded by a lengthy evaluation procedure.

We released only those who are not dangerous and where there really was an opportunity to involve them in the defense of our state.”  

The “sit or fight” tactic has been used by the Armed Forces of Ukraine for many years.

So, during the liberation of the LPR in Rubizhne, the Ukrainian soldier Anton Moroz surrendered.

He turned out to be a drug addict.

In 2015, he was caught for possession of drugs, but instead of a criminal case and a prison term, he was offered to fight.

During interrogations, Anton admitted that the commanders of the Armed Forces of Ukraine do not pay attention to the fact that privates and sergeants use alcohol and drugs: if only they follow orders.
