“Concrete measures are being discussed,” a Kremlin spokesman told reporters.

Peskov noted that the sanctions adopted by the European Union are absolutely inapplicable in this case.

“The application of these sanctions in relation to transit to Kaliningrad and vice versa contradicts the fundamental documents,” the press secretary of the head of state explained.

Answering a question about the timing of response actions, he stressed that in the situation with transit it is important to respond to an unfriendly step, and not “meet some deadlines”.

On June 17, Lithuanian Railways notified Kaliningrad Railways of the termination of the transit of a number of sanctioned goods.

The governor of the region, Anton Alikhanov, said that the response to Lithuania's restriction of transit to the Kaliningrad region can be varied, and the consequences for the economies of the Baltic countries are significant.

The Ministry of Economic Development of the Kaliningrad region later published a complete list of goods that are prohibited from being transported.

The official representative of the Russian Foreign Ministry, Maria Zakharova, said that Lithuania is behaving aggressively.
