Former Minister of Education Jean-Michel Blanquer, defeated in the legislative elections, is expected to join the University of Paris-Panthéon-Assas, arousing the ire of a higher education union, we learned from university sources on Tuesday.

"I was asked, in fact, to consider the possibility of welcoming within our university the former minister Jean-Michel Blanquer, agrégé in public law in 1996 and specialist in constitutional law and comparative public law" , explains the president of the University Paris-Panthéon-Assas Stéphane Braconnier in a message addressed to the teachers of the department of public law of which the AFP had a copy, confirming information from Mediapart and the

The president highlights the institutional expertise of Jean-Michel Blanquer

The president of the prestigious Parisian university argues the “unusual, even exceptional, nature of the request”, which he says he was “seized”, without however specifying the origin of this referral.

Mr. Braconnier affirms that the "possible arrival" of Jean-Michel Blanquer "at the University of Paris Panthéon-Assas would take the form of a transfer from the University of Paris 3, where he is stationed, on a dedicated job and newly created”.

This position "would remain definitively acquired at (the) university", he further specified.

According to him, "the presidency could benefit from the contacts and institutional expertise of Mr. Blanquer" and "this would be particularly valuable at a time when several large-scale projects are launched, which require, for some, a lot of support".

A question of non-compliance with regulatory procedures according to the unions

A press release released Tuesday by the University of Paris-Panthéon-Assas comes to qualify, even correct the message of its president by affirming that "no creation of ad hoc position is planned".

"No" request "external to the University preceded the exploratory exchanges between Mr. Jean-Michel Blanquer and the competent officials of the University", the same source added.

Contacted at the beginning of the evening for details, the Paris-Panthéon-Assas University could not be reached immediately.

“There is at least one question of non-compliance with regulatory procedures: this position is not profiled, there is no consultation… It is an announcement which is messy and which makes us angry”, reacted with AFP Anne Roger, general secretary of the SNESUP-FSU union.

"The recruitment procedure applicable to civil servants in the situation of Mr. Blanquer will be strictly followed, if the authorities of the University, currently consulted, were to decide to continue the process", puts forward on the contrary Paris-Panthéon-Assas in its press release .

Mr. Blanquer holds a doctorate from the University of Paris II Panthéon-Assas where he taught at the start of his career.
