Last night, the Libyan capital, Tripoli, witnessed an armed parade of columns of military and security cars belonging to the Presidential Council and the Ministries of Interior and Defense in the National Unity Government headed by Abdel Hamid Dabaiba, following news that forces loyal to the Prime Minister-designate of the House of Representatives, Fathi Bashagha, were stationed west of the city, at a time when the President of the Council expressed The Supreme State Council, Khaled Al-Mashri, expressed his readiness to meet with Parliament Speaker Aguila Saleh to discuss points of contention in the constitutional process.

Military columns of the National Unity Government toured areas of the capital, Tripoli, in moves that came after news of the stationing of forces loyal to Bashaga in the Warshafana region, west of Tripoli, after they came from the city of Zintan on Monday.

It is noteworthy that today, Tuesday, is the expiry date of the road map emanating from the political dialogue forum between the Libyan parties, which produced the Dabaiba government and the current Presidential Council.

Last May, the Prime Minister-designate from the House of Representatives, Fathi Bashagha, entered the capital, Tripoli, in an attempt to take power, but the attempt caused armed clashes, after which Bashagha was forced to withdraw. He later said that his government had started its duties from the city of Sirte (450 km east of Tripoli).

Dabaiba refuses to extend the transition process, and has repeatedly stressed that he will hand over power only to a government that emerged from elections, while Bashagha, Parliament Speaker and Aqila Saleh say that the national unity government has expired.

Meeting in Ghadames

Meanwhile, the head of the Supreme Council of State in Libya, Khaled Al-Mashri, expressed his readiness to meet with the Speaker of Parliament, Aqila Saleh, in the city of Ghadames (600 km southwest of the capital, Tripoli) to discuss points of contention in the constitutional track.

In a letter he addressed yesterday, Monday, to the United Nations Secretary-General's Adviser to Libya, Stephanie Williams, Al-Mashri said that after that, the outstanding points would be referred to the Council of State and Parliament to say the final word.

These statements come after the failure to hold a meeting that was scheduled between the President of the Supreme Council of State Khaled Al-Mashri and Parliament Speaker Aguila Saleh in Cairo, as sources stated that the reason for the failure was Saleh's request to discuss the file of the executive authority to facilitate the entry of the government assigned by the House of Representatives to Tripoli.

Yesterday, Monday, a joint Libyan committee from the House of Representatives and the Supreme Council of State concluded its meetings in Cairo without carrying out its mandate, which is to establish a constitutional basis on which elections will be held as soon as possible.

And Williams announced raising the remaining points of contention in the Committee on the Constitutional Path to the heads of the House of Representatives and the Supreme Council of the State to complete the constitutional rule.

The UN official called on the Presidency of the State Council and the Libyan House of Representatives to meet within 10 days to overcome the outstanding points on contentious issues, and said that differences still exist regarding the measures that will lead to elections, but she indicated that the joint committee achieved a lot of consensus on the contentious articles in the draft constitution.
