Since the "East Data and Western Computing" project was officially launched in February this year, a large number of data center projects have been launched in the past four months.   Alleviate the imbalance of computing power between the east and the west

  The Tengger Desert in June is scorching hot.

On the edge of the Tengger Desert, construction is booming in the cloud base in the west of Zhongwei City, Ningxia Hui Autonomous Region: tower cranes are lined up, machines are rumbling, and projects are turning from blueprints into reality.

  In the data centers of the Western Cloud Base, the operation and maintenance personnel carefully inspected the servers in the computer room to ensure the normal operation of the "data brain".

Massive amounts of data from large eastern cities such as Beijing and Shanghai are transmitted to Zhongwei through high-speed networks, and are then calculated and stored before returning to the original route.

Why do these data "take a big circle"?

  In the digital economy era, computing power is the core productivity, similar to water conservancy in the agricultural era and electricity in the industrial era.

At present, the whole society has an urgent need for computing power.

But the reality is that most of my country's data centers are located in the eastern region. Due to the increasing shortage of resources such as land and energy, it is unsustainable to develop large-scale data centers in the eastern region.

The western region of my country is rich in resources, especially renewable energy, and has the potential to develop data centers and meet the computing power needs of the eastern region.

That is to say, the distribution of computing power resources in my country presents an unbalanced situation of "insufficient in the east and excess in the west".

Thus, "East and West" came into being.

  In February this year, the National Development and Reform Commission and other departments jointly issued a notice agreeing to start the construction of national computing power hub nodes in Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, Chengdu-Chongqing, Inner Mongolia, Guizhou, Gansu, Ningxia and other places. And 10 national data center clusters are planned.

So far, the overall layout design of the national integrated big data center system has been completed, and the “East and West Calculation” project has been officially launched.

  The "number" in the "East Number and West Calculation" project refers to data; "calculation" refers to computing power, that is, the ability to process data.

He Baohong, director of the Cloud Computing and Big Data Research Institute of the China Academy of Information and Communications Technology, believes that, like the "South-to-North Water Diversion", "West-East Electricity Transmission" and "West-East Gas Transmission", "East Numbers and West Calculations" is another important national strategic project.

Through "East and West Calculation", my country systematically and rationally distributes data center resources to realize the integrated development of national data centers.

In this "one network", the eastern and western regions have their own priorities.

The relevant person in charge of the High Technology Department of the National Development and Reform Commission said that on the one hand, accelerating the large-scale deployment of data centers to the west, especially for back-end processing, offline analysis, storage backup and other services that do not require high network requirements, can be the first to move westward. On the other hand, due to the delay caused by long-distance network transmission and related supporting facilities, Western Data Center cannot meet all computing power needs.

Some businesses with high network requirements, such as industrial Internet, financial securities, disaster warning, telemedicine, video calls, artificial intelligence reasoning, etc., can be deployed in eastern hubs such as Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, etc. Inside the hub, it is necessary to focus on promoting the transfer of data centers from first-tier cities to surrounding areas to ensure the coordination and sustainability of computing power deployment and resources and energy.

Computing power has become an important infrastructure for the development of the national economy. Relevant research reports show that for every 1 point increase in the computing power index, the digital economy and GDP will increase by 3.5‰ and 1.8‰ respectively.

  Intensive start of data center projects

  After the "East Number and West Count" project was fully launched, data centers rose from the ground up.

  On June 10, in Qingyang City, Gansu Province, a data center covering an area of ​​18 acres is under construction.

This is the Gansu Mobile Green Data Center project built by the Qingyang Branch of China Mobile Communications Group and is scheduled to be completed by the end of 2023.

  The Qingyang data center cluster is one of the 10 national data center clusters in the project layout of "East and West".

By the end of 2023, the Qingyang data center cluster is expected to add 150,000 2.5-kilowatt standard racks, significantly improving the information infrastructure support capability and service level.

  At the 2022 China International Big Data Industry Expo held recently, Yang Jie, chairman of China Mobile Communications Group Co., Ltd., said that China Mobile has implemented the national deployment of "Eastern Data and Western Computing", innovatively built a computing power network, and promoted computing power in physical space, The integration and development of logical space and heterogeneous space.

To meet the requirements for the construction of 8 computing power hub nodes across the country, speed up the optimization of the data center layout and mesh interconnection, and carry out the pilot pairing of east and west hub nodes.

  On June 7, the data center of China Telecom Cloud Computing Inner Mongolia Autonomous Region Information Park Area B started construction in Helinger County.

The Hollinger data center cluster is one of 10 national data center clusters.

The total land area of ​​the information park is 1,467 mu, with a total investment of 17.3 billion yuan. It is planned to build 42 data centers and 19 supporting buildings, with an installed capacity of more than 100,000 racks and cloud computing capacity of more than 1 million servers.

  According to data released by the National Development and Reform Commission, as of April, among the 10 national data center clusters across the country, 25 new projects have started, with a data center scale of 540,000 standard racks and a computing power of more than 135 billion floating-point operations per second. , the computing power of about 27 million personal computers, driving investment in all aspects of more than 190 billion yuan.

Among them, the investment in the western region increased by 6 times compared with the same period of last year.

It is expected that during the "14th Five-Year Plan" period, the investment in big data centers will increase at an annual rate of more than 20%, and the cumulative investment in various aspects will exceed 3 trillion yuan.

  In the strategy of "numbering in the east and counting in the west", the construction of the eastern hub is equally important.

  On May 29, the national hub node data center cluster in the Guangdong-Hong Kong-Macao Greater Bay Area, a national integrated computing network, was fully constructed in Shaoguan City, Guangdong Province.

On the same day, 30 major projects of Inspur, Huawei, Tencent, Kuaishou, China Telecom and other companies were signed and settled.

  Shaoguan is the necessary fulcrum from Beijing to the Guangdong-Hong Kong-Macao Greater Bay Area, a national fiber first-class network node. With low data exchange costs and low latency, it can effectively meet the real-time computing power needs of the Greater Bay Area.

It is estimated that by 2025, the comprehensive carrying capacity of the Shaoguan data center cluster will reach 500,000 standard racks, which will effectively drive Shaoguan to form an agglomeration effect in the upstream, midstream and downstream of the data industry, and create a 100 billion-level electronic information and big data industry cluster.

  At the same time as the construction of the data center, various supporting facilities have also stepped up to follow up.

  The Zhangjiakou data center cluster in Hebei Province is one of the 10 national data center clusters. It is positioned to meet the real-time computing power needs of Beijing and other places and build a real-time computing power center that radiates to North China, Northeast China and even the whole country.

The data center has a large demand for electricity. For this reason, Zhangjiakou built wind and photovoltaic integrated power stations in Zhangbei County, Guyuan County and other wind and photovoltaic rich areas.

  In early June, at the construction site of the wind power project in Guyuan County, workers were building access roads, booster stations and wind turbine hoisting platforms.

According to Bai Tianhu, the person in charge of the project construction, the total installed capacity of the project is 5.5 million kilowatts.

  A large number of typical application scenarios landed

  The "East Number and West Calculation" project has been fully launched, promoting the implementation of a large number of typical application scenarios.

  Recently, Guizhou Zhongyun Data Service Co., Ltd. provided cloud support for Ruiyun Technology Co., Ltd., located in Shenzhen, Guangdong Province.

Today, under the drumbeat of the "East and West" project, data centers such as Huawei, Tencent, and China Mobile have successively settled in Guizhou, giving birth to more new application scenarios.

On the day of its launch, the Chengdu Smart Computing Center welcomed 12 industry-leading companies to sign contracts, and the computing power utilization rate reached more than 90%, realizing saturated operation immediately after launch.
