• They file a lawsuit against Miguel Abellán for prevarication and bribery

  • Members of the Association of Professionals and the Extra-statutory Agreement disassociate themselves from the complaint of José Montes against Abellán

The Court of Instruction number 5 of Madrid

has ordered the practice of proceedings and admitted for processing

the criminal complaint against Miguel Abellán, managing director of the Center for Bullfighting Affairs of the Community of Madrid, for administrative prevarication and bribery.

After assessing Judge Carmen Valcarce that the defect for which she was inadmissible at the time has been corrected, the order to which EL MUNDO has had access says that "it meets the requirements established in article 277 of the LE Crimininal" and maintains that " The facts that result from previous actions present characteristics that

suggest the possible existence of the crime/s of Administrative Prevarication

."

The complaint includes Miguel Martín

, coordinator of Bullfighting Schools of the Community of Madrid and Abellán's right-hand man, and Simón Casas (Bernard Domb Cazes) and Rafael García García Garrido, businessmen of Las Ventas with the UTE Plaza 1.

The news of the lawsuit was advanced on April 21 by EL MUNDO.

For prevarication in

the drafting - "in bad faith" -

of the specifications for the exploitation of Las Ventas and bribery for participating in the plot of the alleged collection of commissions in the Bullfighting Circuits of the Community of Madrid of the Fundación Toro de Lidia.

The text of the complaint underlines the "illegality" that "the administrative document legitimized its editor and now defendant

Mr. Miguel Abellán to make technical reports

" of the evaluation criterion subject to value judgment "so that the Contracting Committee would score that bid criteria, grossly contravening what is marked in article 326.5 of Law 9/2017: 'in no case may representative public officials be part of the Contracting Committees or issue reports on the evaluation of bids'".

Judge Valcarce considers that

José Manuel Bellos Montes files the complaint "in a personal capacity"

for not having presented the authorization of the Association of Professional Bullfighting Fighters, an association he represents.
