The circular requires that all localities should focus on combating employment discrimination and urge employers to provide equal employment opportunities and fair employment conditions to workers; Measures to solve the problem of laborers' difficulty in finding a job; focusing on combating "black job agencies", further broaden and smooth the channels for workers to report and complain, clean up various illegal job agency activities, and provide workers with a high-quality, safe and efficient market environment.
