The "Guangdong-Hong Kong-Macao Greater Bay Area Development Plan Outline" (hereinafter referred to as the "Outline") was issued on February 18, 2019, and it has been more than three years since then.
The outline clearly calls for promoting ecological civilization construction in the Greater Bay Area, building ecological protection barriers, strengthening environmental protection and governance, and innovating green and low-carbon development models.
In the past three years, Guangdong has promoted the establishment of a pilot demonstration area for air quality improvement in the Greater Bay Area. Guangdong and Hong Kong have continuously cooperated to promote emission reduction measures, such as increasing the supply of clean energy in Guangdong, eliminating outdated production capacity and coal-fired boilers, etc. The emission control of vehicles and the gradual tightening of emission standards for newly registered vehicles have laid a solid foundation for the continuous improvement of air quality in the Guangdong-Hong Kong-Macao Greater Bay Area.

In 2021, Guangdong, Hong Kong and Macao will further strengthen the joint prevention and control of air pollution, and promote the coordinated prevention and control of PM2.5 and ozone.
Deeply implement the Guangdong-Hong Kong Pearl River Delta Air Quality Action Plan, improve the regional air monitoring network in the Guangdong-Hong Kong Pearl River Delta, increase routine monitoring of volatile organic compound concentrations, and strengthen data sharing and analysis between Guangdong and Hong Kong.
According to statistics, the percentage of days with good air quality (AQI) and the average concentration of fine particulate matter (PM2.5) in the Pearl River Delta in 2021 will be 90.8% and 21 micrograms per cubic meter, respectively.
In recent years, Zhuhai, Zhongshan, Shenzhen, Huizhou, and Zhaoqing have long ranked among the top cities in terms of air quality in China.
In addition to the improvement of air quality, the indicators of ecological environment factors such as vegetation coverage and water environment are also improving day by day.
According to the work report of the Guangdong government in 2022, the province has built 2,075 kilometers of green roads, and the water quality rate in the coastal waters is 90.2%.
In March 2022, nine cities in Guangdong have successively issued the "14th Five-Year Plan" for ecological environmental protection. Guangzhou and Shenzhen will be the first to try it out, emphasizing the exploration and establishment of a mechanism for realizing the value of ecological products, including the establishment and improvement of the Gross Ecosystem Product (GEP) accounting system. , as well as accelerating the construction of carbon trading market and promoting carbon financial business innovation.
Many cities in the Greater Bay Area have proposed to accelerate the green and circular transformation of industrial parks, and promote the creation of circular and low-carbon pilot parks through centralized subsidies and centralized monitoring.
A few days ago, the "Guangzhou Ecological Environmental Protection Regulations" (hereinafter referred to as the "Regulations") were officially implemented on World Environment Day. For the first time, local regulations clearly promoted the ecological and environmental protection cooperation in the Greater Bay Area, and for the first time established the grid of towns and streets. Supervision and management system, and at the same time, for the special circumstances of recent epidemic prevention and control, the relevant requirements for the disposal of epidemic-related wastes are specially stipulated.
The relevant person in charge of the Guangzhou Municipal Bureau of Ecology and Environment said that the "Regulations", as a comprehensive law that lays the foundation for long-term management of the city's ecological environment, will vigorously promote the construction of ecological civilization in the Greater Bay Area and accelerate the creation of a high-quality living circle that is suitable for living, business and tourism. .
In addition, the Guangdong-Hong Kong-Macao Greater Bay Area is a typical climate-fragile region in China, where severe weather occurs frequently.
In order to protect the safety of people's lives and property to the greatest extent, the "Guangdong-Hong Kong-Macao Greater Bay Area Meteorological Development Plan (2020-2035)" was issued and implemented in November 2020 to coordinate the construction of a modern meteorological monitoring, forecasting and early warning service system in the Guangdong-Hong Kong-Macao Greater Bay Area.
At present, 52 cooperation tasks covering 7 major areas agreed upon by the three parties are being implemented one by one.
The construction projects of the World Meteorological Center (Beijing) Guangdong-Hong Kong-Macao Greater Bay Area Center and the Guangdong-Hong Kong-Macao Greater Bay Area Meteorological Science and Technology Integration Innovation Platform have also started construction.
