China News Service, June 17th, Wu Aihua, deputy director of the Department of College Students of the Ministry of Education, pointed out today that it is necessary to realistically provide specific indicators for the implementation rate of the destination to colleges and universities. The destination implementation rate indicator is linked to the performance appraisal and evaluation of employment staff or counselors.

The Joint Prevention and Control Mechanism of the State Council held a press conference today.

At the meeting, a reporter asked: Some graduates reported that some colleges and universities have forced graduates to sign contracts, and the employment rate has been "injected". What measures will the Ministry of Education take to prevent this from happening and prevent students from being "employed"?

Wu Aihua responded that employment statistics are the basis for doing a good job in employment work, especially the authenticity and accuracy of employment data, which is the bottom line of employment statistics.

In order to do a better job of employment statistics, the Ministry of Education held a special meeting this year to further clarify the disciplinary requirements for employment statistics, and strictly implement the "four prohibitions" and "three prohibitions".

"Four prohibitions" means that it is not allowed to force graduates to sign employment agreements and labor contracts in any way, not to link the issuance of graduation certificates and degree certificates to graduates' signing contracts, and not to persuade graduates to sign false employment agreements on the grounds of household file custody. It is not allowed to use graduates' post internship and trainee certification materials as employment certification materials.

The "three must nots" are that we have to realistically provide specific indicators of the destination implementation rate to colleges and universities, we must not assign employment tasks to counselors layer by layer, and we must not associate a single destination implementation rate indicator with the performance of employment staff or counselors. Links to assessment, evaluation, etc.

These requirements have been further emphasized by the Ministry of Education, and arrangements have also been made at the employment work conference.

Wu Aihua said that in order to do a good job in employment statistics, the Ministry of Education has further improved the system and measures of employment statistics: First, establish a supervisory feedback mechanism for graduates.

Send information to students who have already confirmed their graduation destination through mobile phone text messages or WeChat, reminding graduates to log in to the "24365 Employment Platform", check their employment data in time, and report directly if they do not match the actual situation.

At the same time, the Ministry of Education and the provincial education departments have all opened reporting hotlines and emails to accept reports of graduate employment issues and strengthen social supervision.

The second is to establish a data comparison and verification mechanism for employers.

It is to verify and compare the contracted employers submitted by colleges and universities through authoritative channels such as the national government affairs interface for the employers that graduates go to, and feed back the data of the employers with problems to various places for re-verification and filling.

The third is to establish a timely verification and processing mechanism.

The Ministry of Education and local education departments regularly organize and carry out verification of employment statistics, and verify the clues of problems reported by graduates one by one.

Universities and relevant individuals who report or verify that there are problems are resolutely verified and dealt with together.

  Fourth, conduct third-party investigations.

In the past two years, the National Bureau of Statistics has entrusted the National Bureau of Statistics to conduct a sample survey on the implementation of the graduation destination of college graduates. This year, it will continue to cooperate with the National Bureau of Statistics to conduct a sample survey of this year's employment data and verify and compare it with the national statistical data.
