China News Agency, Beijing, June 16 (Reporter Liang Xiaohui and Huang Yuqin) China is enacting legislation on the Anti-Telecommunication Network Fraud Law, and the second draft of the draft to be submitted to the legislature for deliberation plans to increase the range of fines for the legal liability part and increase the punishment for illegal acts .

On the 16th, Yang Heqing, spokesman for the Legislative Affairs Committee of the Standing Committee of the National People's Congress, introduced the latest progress of the legislation at a press conference.

He said the draft law was reviewed for the first time by the Standing Committee of the National People's Congress in October last year.

Based on the deliberation comments and various opinions, the following major revisions are proposed to the second-inspection draft of the draft submitted to the Standing Committee:

The first is to increase the range of fines for the legal liability part, increase the punishment for illegal acts, and strengthen the governance measures for cross-border telecommunication network fraud.

The second is to improve the management of fraud-related capital chains and effectively prevent fraud-related money laundering activities.

The third is to expand the main body of anti-fraud publicity obligations, enhance the effectiveness of publicity and prevention, and improve the public's awareness and ability of prevention.

The fourth is to further distinguish between different situations and strengthen the precise prevention of anti-telecommunication network fraud.

It is known that the Anti-Telecom and Network Fraud Law is a special piece of legislation with a "small cut", and its outstanding features are adherence to comprehensive governance, source governance and full-chain governance.

"The law will focus on strengthening the construction of a preventive legal system on the basis of summarizing the work experience of anti-telecommunication network fraud, and provide a strong legal guarantee for resolutely combating and curbing the crime of telecommunication network fraud," Yang Heqing said.

He also pointed out the highlights of the draft law, including: plugging loopholes and weak links in the management of industries such as finance, communications, and the Internet; strengthening the application of technical prevention and countermeasures; severely punishing and rectifying fraud-related "black and gray products", increasing Penalties for violations, etc.
