Citizens with an average per capita income below the subsistence minimum in the region and persons who have lost their jobs since March 1, 2022 and are recognized as unemployed at the time of application have the right to conclude a social contract, as specified in the department.

This decision to increase payments will make assistance under the social contract more effective and in demand,” the ministry stressed.

On March 20, Russian Prime Minister Mikhail Mishustin signed a decree that in 2022, when assessing a family's income for concluding a social contract, the income of its members who lost their jobs after March 1 will not be taken into account.
