China News Service, June 13. According to the website of the Ministry of Civil Affairs, the Department of Child Welfare of the Ministry of Civil Affairs recently responded to netizens' questions about the "Measures for the Management of Minors' Tattoos" and pointed out that even if the parents agree to the permission, they still cannot provide tattoo services, and the parents themselves. The tattoo shop that operates cannot give tattoos to their children.

Some netizens left a message on the website of the Ministry of Civil Affairs, saying: After consulting the relevant information, it seems that there has not been a clear affirmation or denial of the behavior of minors before this, and the recently issued "Measures for the Management of Minors' Personality". ” (hereinafter referred to as the “Measures”) expressly prohibits the provision of tattoo services to minors. In response to this express provision, I have several questions: 1. Should minors’ own subjective wishes be completely disregarded in tattooing?

2. Can a minor who has obtained parental permission request a tattoo be recognized?

Or parents who run a tattoo shop, can they tattoo their minor children?

3. If it is impossible to prove that the rights of the minors who have been tattooed have been violated, should the tattoo service provider be held accountable?

The Department of Child Welfare of the Ministry of Civil Affairs responded to this, saying that minors are people who have no capacity for civil conduct or who have limited capacity for civil conduct. Tattoos are obviously beyond the scope of minors' understanding and rational judgment, and they should be given special protection and priority protection.

Article 17 of the Law on the Protection of Minors stipulates that parents or other guardians shall not violate the physical and mental health of minors, and they cannot provide tattoo services even if the parents consent.

The tattoo parlors run by the parents themselves cannot give their children tattoos.

Responsibility for tattoo service providers should be handled according to different cases and according to relevant measures and procedures.
