“The need to prevent the suffering of the civilian population from indiscriminate shelling of the Armed Forces of Ukraine was emphasized ... The main task today is to create conditions for ensuring a normal life for civilians in the republics,” the Russian Foreign Ministry said in a statement.

In March, the President of the International Committee of the Red Cross (ICRC), Peter Maurer, called for the acceleration and scaling up of the provision of humanitarian assistance to the civilian population both in Ukraine and on the territory of the Luhansk and Donetsk People's Republics.

At the end of May, the Russian Emergencies Ministry reported on the delivery of more than 1.3 thousand tons of humanitarian aid to the Donbass and Ukraine in five days.
