In this plan, as a result of estimating the cost of substituting small-scale relay stations such as mountainous areas called "mini-sate stations" with high-speed, large-capacity data communication = broadband, about half of the "mini-sate stations" will be in 2040. There are expectations for economic rationality through alternatives.
On the other hand, when substituting with broadband, various institutional and operational issues such as copyright rights processing, understanding of residents, and differences in quality and functions from broadcasting are expected, so understanding of local residents.
