Responsibility is the most basic requirement

Owning a pet can indeed bring many benefits, but not everyone has the conditions to own a pet.

In Oxford, Ohio, USA, an international student, Li, was arrested for a second-degree misdemeanor. The reason was that he handed the pet dog to someone else to take care of during the summer vacation, but was reported because the other party did not feed the dog in time. Officials have communicated, but the dog is still not well cared for.

  Such incidents are not unique.

For international students, there are many things to think about before adopting pets.

First of all, whether there is enough time to accompany it, if the academic pressure is very high, then you need to carefully consider the issue of pets; the second is financial ability, pets need to spend a lot of budget, for example, you need to buy a cat regularly Cat litter, dewormer, toys, scratching boards, and cat food, this will be a big expense.

In addition, it is also necessary to consider a series of issues such as the wishes of the co-tenant roommates and whether the terms of the house lease allow pets.

Local laws and regulations must be strictly followed

Having a pet is not a routine thing, it requires responsibility and love.

Many countries have formulated strict legal norms on pet-keeping, which not only protects the relative welfare of animals, but also requires owners to take responsibility for animals and society.

In Japan, starting from June 1, "chips" have officially become the standard for all pet cats and dogs in Japan.

According to the latest Japanese "Animal Care Law", practitioners engaged in breeding or selling pets in the future must implant microchips in pet cats and dogs. Pet owners must register their name, address, and phone number within 30 days after purchasing cats and dogs. and other information.

People who have pets or animal protection groups are also obliged to implant microchips in cats and dogs.

This provision is to prevent abandonment and abuse of pets, while helping pets that are accidentally lost.

Japan's pet-related laws place considerable emphasis on pet owners' responsibility for care, and it is a crime to abuse or abandon pets.

From June 2020, Japan's "Animal Protection Law" further stipulates that the maximum sentence for killing an animal without cause has been increased from two years to five years, and the fine has been increased from 2 million yen (about 100,000 yuan) to 5 million. Japanese yen (about RMB 250,000).

The abuse and abandonment was originally punishable by a fine of up to 1 million yen (about 50,000 yuan), and on this basis, a maximum sentence of one year was added.

At present, laws in Israel, New Zealand and other countries mandate that dogs must be microchipped; Australia requires cats and dogs to be microchipped within 12 weeks of birth; the United Kingdom has also written microchips into pet cats and dogs, and stipulates that , and pet owners face a £500 fine if they don't comply.

In the United States, there are very detailed regulations for domestic and stray animals.

For example, pet owners need to apply for and register a dog. If the dog runs into the street or enters someone’s house without authorization, it will be “arrested” by the police. The owner must go to claim it within a certain time limit. If the time limit is exceeded, the police station will handle the animal on its own. ; Italy stipulates that pets have the right to enjoy the most basic rights, including regular communication with the same kind, and requirements for breeding offspring; Germany pays more attention to pet education, including obedience training, adaptability and companion training.

It should be noted that, whether it is to bring pets back to China, or to bring pets abroad to settle down, many procedures must be completed.

Bringing pets into the United States and Canada must have a health certificate (issued by a veterinarian within 48 hours before departure), dogs need a rabies vaccination certificate, and a valid exit from the relevant department of registered pets in the country A certificate stating that in the past two years, there has been no epidemic of infectious diseases in the place where the pet lives.

When consigning pets back to China, you need to provide pet health certificates, rabies vaccine certificates, international health certificates, passport certificates and pet photos.

It should be noted that not all pets can be checked in, and different airlines have different regulations.

Pregnant animals generally cannot be checked in.

In addition, ferocious dogs, flat-nosed pets, and animals that are not adapted to high temperature and high-altitude environments are not suitable for consignment.

In short, if you want to keep pets abroad, you must take the corresponding responsibility. Don’t choose pets on a whim, let alone abandon them and treat them badly!
