A member of the Federal National Council, Obaid Khalfan Al-Ghoul Al-Salami, warned against private sector establishments resorting to new tricks and methods for "sham resettlement", including the re-employment of employed citizens who are already working for them and transferring them to the "Nafes" initiative within the required resettlement numbers.

In detail, Al-Salami called on the Ministry of Human Resources and Emiratisation to confront the fraud and manipulation of some institutions in the Emiratisation file.

Al-Salami told «Emirates Today»: "Over the past years, we have witnessed several initiatives launched by the Ministry of Human Resources and Emiratisation, with the aim of raising Emiratisation rates in the private sector, and they did not achieve the desired success for various reasons, the most important of which is the lack of real interaction from employers, but with the cabinet taking over This file and the issuance of many decisions and initiatives that oblige and motivate employers to resettle, as well as attract and motivate citizens to work in the private sector. The Ministry of Human Resources and Emiratisation must strengthen and update the tools and mechanisms owned by the Ministry to ensure the success of the government’s direction to provide 75,000 jobs for citizens in the private sector during the next five years.”

He added: "We appreciate the leadership's keenness and the government's contribution to salaries and participation in pension funds, but the problem remains in companies that have no desire to employ citizens, and are looking for cheap labor."

Al-Salami revealed that some private sector companies have begun to resort to tricks and methods for simulated resettlement, and to circumvent the decisions and procedures that oblige them to employ citizens, including companies that re-employ citizens who already work for them and transfer them to the Nafees initiative within the resettlement numbers required of them, stressing the need to put in place mechanisms and proactive procedures to deal With these methods, especially since some of these companies were established with simple and low costs, achieving profits in the millions of dirhams, which requires them to return the favor by localizing jobs.

He said that all the incentives approved by the Council of Ministers to encourage private sector establishments to resettle, will not enter into force until after the establishment is committed to appointing citizens, liberating work contracts, ensuring continuity of work and maintaining the prescribed Emiratisation rates, stressing that the ministry will take strict measures towards fictitious Emiratisation.

He added that the full implementation of the new government decisions will provide many job opportunities in more than 13,000 establishments in the private sector during the current year, "meaning that if one citizen is employed in establishments employing 50 workers and more, more than 15 workers will be created." A thousand jobs for citizens in the labor market annually.

Commitment to the Emiratisation rates

The decisions recently announced by the UAE government oblige employers of the private sector, which include 50 workers or more, to allocate 2% of their skilled jobs annually to citizens, so that the percentage reaches 10% of the total employees of those establishments within five years, and in the event that the establishments violate the commitment rates Emiratisation and violation of the decision, monthly contributions will be applied to the violating facility in the amount of 6000 dirhams for each job that should have been filled by a citizen who was not appointed, applied starting from January 2023 through the Ministry’s digital systems, provided that the value of the monthly contributions increases progressively at a rate of 1000 dirhams each year.
