The revised law, such as the Child Welfare Act, imposes an obligation on municipalities to establish a "Children's Family Center" in order to strengthen the system for comprehensive consultation and support for child-rearing households.

In addition, when the child guidance center separates abused children from their parents, it will introduce a "judicial review" in which the court decides the necessity without the consent of the parents. ..

Furthermore, as a requirement for local governments to appoint a child welfare officer who responds to abuse, etc., sufficient knowledge and skills are required, keeping in mind the newly created certifications.

In addition, regarding independence support for children and young people living in orphanages, the registration was canceled due to the removal of the age limit of 18 years old in principle and up to 22 years old, and obscene acts on children. It also includes stricter re-registration of nursery teachers.

The revised law was unanimously passed and passed as a result of the vote at the House of Councilors plenary session on the 8th.
