Employment Work Notice (hereinafter referred to as the “Notice”), to guide college graduates to find employment in urban and rural communities, and to broaden their employment and entrepreneurship channels in urban and rural communities.
The "Notice" requires that college graduates be recruited through multiple channels to work and start businesses in urban and rural communities, providing talent support for improving the level of precision and refinement of urban and rural community governance and services, and promoting the modernization of grass-roots governance systems and governance capabilities.
To this end, the "Notice" proposes five key tasks:
The first is to strengthen the construction of community workers and recruit a group.
All localities should formulate annual recruitment plans for full-time community staff. In principle, all new recruitment positions in 2022 will be open to college graduates, and a larger number of positions are encouraged to recruit college graduates who are interested in serving the public.
The second is to develop urban and rural community service industry to absorb a group.

The third is to develop and recruit a batch of employment trainee positions.

The fourth is to innovate the work linkage mechanism to drive a group.
Guide college graduates to provide services at township (street) social workstations; encourage education development foundations and college education foundations to set up special funds for community innovation, and support college graduates to form community innovation teams.
The fifth is to strengthen the education and guidance reserve of college graduates.
It is necessary to set up a number of urban and rural community practice bases to guide college students to understand the needs and work practices of urban and rural community residents, and to stimulate the enthusiasm of college graduates to go to urban and rural communities for employment and entrepreneurship.
The relevant person in charge of the Ministry of Civil Affairs of China said that there are more than 10 million college graduates in 2022. Doing a good job in the employment of college graduates and other youth is related to economic development, epidemic prevention and control, social stability, and people's well-being.
