"Ukraine does not want to negotiate, she refused to do so," the minister said.
He added that Russia has every reason to believe that Kyiv is thereby fulfilling the will of the Anglo-Saxon leadership of the Western world.
Lavrov added that Moscow was ready to work on the basis of the proposals made by the Ukrainian colleagues.
“And so far, the draft treaty written on the basis of those proposals has been on the Ukrainian side without movement for almost a month and a half,” said the head of the Russian Foreign Ministry.
Lavrov also commented on the supply of American long-range missiles to Ukraine.
