At 4 pm on Thursday afternoon, the green light finally came from the ambassadors of the 27 EU countries.
Thus, the phasing out of Russian oil can begin, even if at first an exception is given for the oil that comes via pipeline, especially to Hungary.
The package also includes the major bank Sberbank being stopped from the international transaction system Swift and that the list of people who are to be refused visas to the EU and have their possible EU assets frozen be expanded once again.
Hungarian no
One who does not end up on the list is the Russian Orthodox patriarch Kirill - even though it was thought so.
However, when EU ambassadors gathered to nail down sanctions on Wednesday, Hungary said no.
- They suddenly came up with that objection, they had no real reason, a diplomat says anonymously to the news site EU Observer.
Hungary's refusal, combined with the fact that several countries also wanted more time to review the sanctions agreement, meant that the final yes to the sanctions package was allowed to wait until Thursday.
All countries must agree on the people to be put on the sanctions lists.
Kirill, 75, whose real name is Vladimir Gundayev, is known as an ardent supporter of Russia's regime.
The church leader has loudly expressed his support for President Vladimir Putin's invasion of Ukraine.
The United States is adding names
In parallel with the EU's new package, the US is also adding new names to its sanctions lists.
For example, the cellist and entrepreneur Sergei Roldugin is stopped - designated as President Vladimir Putin's "best friend" and, among other things, the godfather of Putin's eldest daughter Maria.
Roldugin has been on the EU sanctions list since February and now ends up on the US list together with, among others, his wife and opera singer Jelena Mirtova and Russian Foreign Ministry spokeswoman Maria Zacharova.
The additional people included in the EU's latest package have not yet been announced.
