In the next few days, owners of land and apartments in Hesse will receive an individual information letter from the tax authorities on the new property tax.

As reported by the Hessian Ministry of Finance, the first of 2.8 million personal letters have been on the way since Tuesday.

They contain individual data on the location of the property, the file number for the respective economic entity and the tax ID number.

As reported, the property tax must be recalculated. This requires entering data to calculate the so-called property tax base amount, which is later multiplied by the assessment rate of the respective municipality and used to calculate the new property tax.

It will take effect for the first time in 2025. The forms will be entered into the Elster electronic tax program on July 1st.

Taxpayers then have four months to fill in the forms.

In principle, statements on paper are also permitted

Tax consultants and lawyers are likely to have a lot of work to do in the coming months.

Owners' associations such as Haus & Grund also offer advice on property taxes.

Property and property management companies are free to provide assistance.

You can help with the creation, fill out the declarations and also submit them electronically via the Elster portal.

If powers of attorney have been granted for this purpose, the tax assistance of the property manager also includes the receipt of the assessment notices and the filing of legal remedies.

In Hesse, on the other hand, income tax assistance associations are not authorized to provide tax assistance.

You may only use your Elster account to send the explanation of the measurement amount for others, says a spokesman for the regional finance department.

In order to make work easier for older owners without Internet access, children who help their parents fill in the form can use their own registration with Elster.

In principle, submission on paper is also permitted if someone can “credibly” demonstrate that electronic submission is not reasonable, as it is said.

The application for this can be made by telephone to the responsible tax office.

If the paper form is permitted, the owner will receive the forms with a filling-in help at home.
