• Investigation The right hand of Errejón raised before a notary the minutes of the fictitious assembly to constitute More Country

  • Investigation More Country simulated an assembly and falsified signatures to attend the 2019 general elections

Más Madrid and Más País imposed on all party personnel the payment of a compulsory tax to finance the formations, which began at

10% of gross salary

and progressively increased over time.

This toll, which has already been

considered "illegal"

by several courts that have resolved dismissal procedures for members of these formations, was reflected in a "financial letter" to which EL MUNDO has had access.

This document is going to be denounced this Thursday before the

Court of Auditors

by the group of mayors who left the party and who now make up the group

Recupera Madrid

after the split of those related to Manuela Carmena.

Financial letter of Más Madrid.EM

The letter initially established that the "elected positions, the neighboring members and the temporary staff of the Municipal Group More Madrid will contribute to the income of the party with a contribution of 10% of their gross annual remuneration from January

1, 2020"

.

This imposition was established in a general way as a compulsory matter and was extended to party members who were not even affiliated.

"Such mandatory donations" had to be made "effective

monthly

by charging the bank account designated by each of the donors to the account that will be opened exclusively for these purposes and management models."

Likewise, it was established that “the funds that come from said donations will be used to finance the budget approved for each year by Más Madrid.”

This practice was extended to Más País, the formation led by Íñigo Errejón, to defray its expenses.

judicial resolutions

Recently, at least three Contentious-Administrative Courts have condemned the Madrid City Council for having processed the

dismissal of nine neighboring members

required by Más Madrid precisely for not having paid the fees required in the aforementioned internal document.

The resolutions of the

courts number 31 and 14 of Madrid

have already ruled that "the real reason for the dismissal" of the aforementioned workers "seems to be the breach of the obligation to pay the financial letter, which incorporates an illegal compulsory donation for the financing of a party to which none of the actors is affiliated.

With these and other elements, the former councilors of Más Madrid have articulated a

complaint for irregular financing

that will be presented this Thursday before the Court of Auditors, considering that this practice constitutes a serious fault.

fake signatures

The donations are added to the internal chats of the members of Más Madrid during the transition from the formation to Más País revealed by EL MUNDO and that also reflect

serious irregularities

in the constitution of the party with which Errejón concurred in the general elections in November 2019.

Among other issues, the members of the party at that time assure in those messages that

the convening of an assembly was simulated

and signatures were forged to create the new platform with which they made the leap to the national level.

Íñigo Errejón. ALBERTO DI LOLLI

This newspaper has published the content of these messages, in which, to cite a few examples, the now councilor in the Madrid City Council,

Francisco de Asís Fernández Camacho

,

Chisco

, treasurer of the party in that process, wrote to his colleagues on the 2nd of October 2019: «I already have the deed of modification of the statutes of Más Madrid.

As he imagined, they say that there was an assembly on Sunday 22 (September), convened on time and in the form in which the name, scope and logo modification agreements were adopted ».

Which, he points out, was "false."

"They will not expect us to believe that it was Galileo's," he adds in reference to a meeting that was convened from one day to the next

through Telegram

to formalize Errejón's candidacy to the polls and in which an impromptu vote with cardboard took place .

In it, however, no further details were given about the change in the party's statutes.

Consulted by this newspaper, the councilor himself explained that the change

"was made in a hurry due to the proximity of the elections"

, but that it was "an issue" on which everyone "agreed" and that is why "much attention was not paid to the formality of the process.

"The important thing is that no decision was made contrary to what we had decided in the organization," he said.

Once the call for the assembly was simulated, De Asís adds that the party leaders "issued a certificate of the agreements and on Monday the 23rd they went to the notary."

Just a few hours after it was held.

In fact, and as this newspaper confirmed in its Wednesday edition,

Errejón's right-hand man

was the one who made the minutes of the fictitious assembly public.

"In short," De Asís added to his then party partner,

Marta Higueras

, who still came as number 2 of the candidacy and later resigned from the seat.

«Pablo

Chino

(the senator and deputy of the Madrid Assembly

Pablo Gómez Perpinyà

) has just called me and has apologized for how things have been done in the change from More Madrid to More Country.

He told me that after the first assembly on Sunday they took it for granted that the change had to be made, that there was no other alternative (true) and they got down to it without talking about it with anyone else », can be read in another of the conversations .

«He recognizes that it was a mistake and has asked me to transfer it to you.

For my part, I appreciate that they try to justify it and recognize that error, ”says the then treasurer.

Faced with this message, Higueras replies: «In addition to apologizing, I think it is very important that they explain to you exactly the legal situation of Más País and Más Madrid.

Also that all the questions of the accounts are clear [...].

Otherwise we won't be able to move forward.

We have to

try to correct whatever flaws

there are in this », he warns.

Given the complaints, his interlocutor tries to justify that this was

"the only way"

to attend the elections.

"I think it's clear, another thing is that the proper decision-making procedure has not been followed," he adds.

Along the same lines, De Asís communicated with the mayor

José Manuel Calvo

on October 1, 2019. "They should have called the assembly [...] and the modification of the statutes should have been approved," he admits, acknowledging again that Neither process was carried out.

Calvo asks if it was possible to “materialize such a decision without informing the council” and De Asís clarifies it: “Obviously, no.

They should have called the assembly.

Donations, fire in Podemos

Forced donations for district councilors and members is an 'inherited' practice that already unleashed endless problems at the time of Ahora Madrid, the instrumental party led by Manuela Carmena and from which years later Más Madrid came out after the divorce with We can and United Left.

All these positions should contribute to the financing of Now Madrid but also of Podemos, one of the legs that supported it, if those people were enrolled in the 'purple' formation.

This gave rise to numerous files and provoked internal confrontations due to non-compliance with payments, the most mediatic being the process that was opened against councilors Zapata, Barbero, Soto, Arce or Carmona - who were later amnestied by Pablo Iglesias to avoid an escalation of the conflict.

It also gave rise to a rebellion of neighboring members who confronted the municipal leadership of Podemos for not donating under the argument that they were only representatives of Now Madrid.

In his case, the obligations amounted to "more than triple" the 10% currently required by More Madrid from his own.

At first, it was tried that half of his remuneration would go directly to the party.
