In his address, the political scientist noted that the Russian Constitution guarantees a citizen the right to work, to choose the type of activity and profession.

At the same time, Orlov stressed that at present there is no institution for obtaining an unconditionally free first vocational education in the country.

He added that in some educational institutions the quota of paid places exceeds the quota for free education.

It is these educational institutions that train builders and specialists of other technical specialties, an acute shortage of which has been observed in the labor market in recent years, Orlov said.

“In this regard, I ask you to evaluate the feasibility of introducing in Russia completely free secondary specialized education in state educational institutions, transferring current quotas for paid education to a gratuitous basis,” the text of the appeal says.

Earlier, the State Duma proposed to give refugee children the right to free university preparatory courses.
