[Explanation] EU additional sanctions agree on partial embargo on Russian oil What is the effect?

The EU-European Union has agreed at a summit to ban the import of Russian oil as new economic sanctions on Russia.

It took nearly a month to reach an agreement, and with Hungary's opposition, it was limited to allow some exclusions.
