The process of revising the Constitution begins in the Central African Republic

A group of deputies led by the chairman of the committee on institutions, Brice Kévin Kakpayen, presented it on Thursday 26 May.

The process has only just begun, because if it has been presented, the project is not yet formally on the table of the National Assembly, which has just closed its ordinary session on Monday.

Once submitted to the office of the Assembly, the draft constitutional reform will have to be examined in committee.

This should not pose any problems, since it is the deputy Brice Kévin Kakpayen who chairs that on the institutions.

He already claims to have the support of more than two-thirds of parliamentarians.

Opposition deputies could nevertheless ask to widen the commission to all political tendencies, to influence the work. 

Plenary voting will follow.

It will then be necessary to collect the votes of three-quarters of the deputies, either during the next ordinary session, in October, or during an extraordinary session that can be convened by the Head of State. 

The latter could also take up the proposal by submitting it directly to a referendum, but until then Faustin-Archange Touadera has insisted on not appearing as the initiator of this reform. 

Another actor: the Constitutional Council.

Its case law counts but its opinion is only advisory.

In June 2020, he recognized the competence of deputies to revise the fundamental law, but he considered that the lock on the number of presidential terms could not be modified or removed, except to "
