1. Will the EU states find a common position on the Ukraine war?

The heads of state and government of the EU countries are again discussing how to proceed with the war in Ukraine.

The United States could soon supply the country with rocket launchers.

EU summit:

One of the topics of the summit in Brussels, which starts on Monday, will be plans to make the EU independent of Russian energy sources.

In addition, it should go to measures against high energy prices and EU cooperation in the field of security and defense.

Incidentally, the controversial plans for a European oil embargo against Russia may also play a role.

Economics Minister Robert Habeck has meanwhile identified a slow loss of European unity.

You have seen what Europe is capable of with strong cohesion.

But now it's "starting to crumble and crumble again."

Missile launchers:

The United States could announce as early as this week that it will ship missile launchers to Ukraine.

Several American media reported that Kyiv had asked Washington for a long time.

However, the USA had hesitated for a long time because Ukraine could also attack Russian territory with these weapons.

So far, Washington has feared a violent reaction from the Kremlin should it come to that.

There are two systems: the M270 Multiple Launch Rocket System (MLRS) and the M142 High Mobility Artillery Rocket System (HIMARS).

The maximum range that can be achieved with special projectiles is 500 kilometers, but the effective combat range with standard ammunition is 70 kilometers.

Analysis:

Ukrainian President Volodymyr Zelenskyy has visited the embattled Kharkiv region in the east of the country.

Video footage showed Zelenskyy awarding soldiers and inspecting destroyed infrastructure.

Meanwhile, military expert Carlo Masala attributes Russia's recent military successes in the Donbass to two causes: the Ukrainians lack heavy weapons.

In addition, the Russians had successfully changed their strategy.

Because of their superiority in personnel, they would now be advancing on small pieces of the front.

For Masala, there is currently no reason for Russian President Putin to negotiate with Ukraine.

"It works for him."

2. This is how the special fund will continue

For the 100 billion special fund for the Bundeswehr, an amendment to the Basic Law is necessary.

In the dispute over the exact use, there was an agreement between the traffic light coalition and the Union on Sunday.

Negotiation:

Federal Chancellor Olaf Scholz (SPD) had announced a massive rearmament in the Bundestag on February 27 in response to Russia's invasion of Ukraine.

A two-thirds majority in the Bundestag and Bundesrat is required so that the budget can be equipped once with the special fund for investments in armaments projects.

The coalition is therefore dependent on votes from the opposition.

Even before the meeting on Sunday evening, there had been signals of rapprochement.

After the negotiations, the representatives of the parties then announced the agreement.

According to this, the NATO goal of spending two percent of economic output annually on defense should also be achieved “on a multi-year average”.
