The term of the first half of the 21st National Assembly ends today (29th).



The second half of the 21st National Assembly begins tomorrow, but the debate over the composition of the National Assembly has not been concluded as the opposition and opposition parties are at odds over the issue of the distribution of chairpersons of the Judiciary.



There is a growing possibility that there will be a one-on-one vacancy in which the chairman of the National Assembly and the members of the standing committee cannot be decided tomorrow.



In particular, the hearing of high-ranking public officials, such as ministerial candidates, may not be held.



The National Assembly should hold a personnel hearing on Park Soon-ae, nominee for Deputy Prime Minister and Education Minister, Kim Seung-hee, Health and Welfare Minister, Kim Seung-gyeom, Chairman of the Joint Chiefs of Staff, and Kim Chang-ki, Nominee of the National Tax Service, who received a request for a hearing on the 16th.



However, beyond today, the competent standing committee is unable to hold a hearing on these candidates.



The current law prohibits hearings in the existing standing committee.



However, there is a way to hold a personnel hearing even if the standing committee is not formed.



According to Article 65-2 (3) of the National Assembly Act, if there is a request for a hearing on a candidate for public office before the standing committee is formed, a hearing can be held at the Special Committee on Hearings.



In this case, the establishment and composition of the Human Rights Special Committee must be proposed by the chairperson in consultation with the representative of the negotiating group.



The opposition and opposition parties are positively considering holding a personnel hearing through the Human Resources Special Committee.



However, even if there is an attempt to form a special committee, the discussion is complicated because the election of a chairperson with the right to organize is involved.



The Democratic Party has already elected Rep. Kim Jin-pyo as a candidate for the second half of the National Assembly at the general assembly of the House of Representatives on the 24th.



However, it is known that the people are in the position that the chairperson can be elected only when the power of the people solves the problem of the chairperson of the judiciary.



It is interpreted to mean that the Democratic Party must hand over the chair of the Judiciary to participate in the vote for the election of the chairperson.



The People's Power is also thinking that, taking advantage of the party government's urgent need to deal with the supplementary budget, the Democratic Party agrees to deal with the supplementary budget at the plenary session of the National Assembly and asks for a vote for the election of the National Assembly Speaker as a reward in return.



However, the Democratic Party is of the opinion that the handling of the supplementary budget and the election of the Speaker of the National Assembly are separate.
