The notice proposes that all localities and units should prepare early, deploy early, and implement early. Combined with the ongoing special rectification in the field of grain purchase and sales, carefully analyze and judge potential risks, clarify and compact the responsibilities of all parties, and focus on policy-based procurement and storage and the market. Grain and reserve departments in all regions should increase their efforts to investigate and deal with violations of laws and regulations during the acquisition period, and seriously investigate and deal with violations of the "Regulations on the Administration of Grain Circulation", harming the interests of the state, and harming the interests of grain farmers. According to the requirements of the notice, the objects of grain and oil purchase supervision and inspection are various entities engaged in grain and oil purchase activities within the jurisdiction (including management units, grain enterprises and warehouse points that determine policy-based storage points).
