Fortunately, the nurses and comrades from the Women’s Federation in the hospital took the initiative to report so that the victimized children can be protected in a timely manner; some are community residents. The committee found that unreported parenting by individuals with limited capacity without parental capacity resulted in the young child being suffocated to death due to improper feeding practices.

  In the above cases, the relevant units and personnel who failed to perform the compulsory reporting obligations were punished, punished, criticized and educated to varying degrees, and those who voluntarily reported were rewarded with commendation.

The mandatory reporting system was absorbed by the Law of the People's Republic of China on the Protection of Minors, which was revised and implemented in June 2021, and has been raised to a legal requirement.

According to the above-mentioned laws and documents, if state organs, residents' committees, villagers' committees, units that have close contact with minors, and their staff find that minors' physical and mental health has been violated, suspected of being violated, or faced with other dangerous situations during their work, It should be reported to the public security, civil affairs, education and other relevant departments immediately; accommodation operators such as hotels, guesthouses, hotels and other accommodation operators should ask for the contact information of parents or other guardians when they accept minors, or accept minors and adults to stay together. The identity and relationship of the occupants and other relevant circumstances, if they are suspected of illegal or criminal activities, should be reported to the public security organs immediately.

  Since the establishment of the compulsory reporting system, the Office of the Leading Group for the Protection of Minors under the State Council has incorporated the implementation of the system into the assessment of national demonstration activities for the protection of minors; The Ministry of Public Security stipulates the "five musts" for hotel operators to accommodate minors. These measures have strongly promoted the implementation of the mandatory reporting system.

Many teachers, medical staff, residents' committees, villagers' committees and other units and personnel with reporting obligations actively fulfilled their reporting obligations, so that a large number of crimes against minors were discovered in a timely manner and minors were protected in a timely manner.

From May 2020 to March 2022, the number of clues involved in the cases handled by the procuratorial organs came from compulsory reporting reached 2,854.

For example, some units and personnel lack a strong awareness of the rule of law, lack the sense of responsibility to implement mandatory reporting obligations, and the problems that hotels and other accommodation business places should report or not report are more prominent.

During the handling of cases, the procuratorial organs found more than 1,600 cases that should have been reported but not, and pushed 299 people to be held accountable.

In order to further promote the implementation of the mandatory reporting system and guide the units and personnel with mandatory reporting obligations to fulfill their reporting obligations in accordance with the law, the Supreme Procuratorate has issued these typical cases of being held accountable for not fulfilling mandatory reporting obligations.
