25 meters below the ground there is an underground system of shelters connected under the capital.

A quarter of the country's population lives in Helsinki and no risks have been taken here.

The shelters have room for every single one of Helsinki's approximately 600,000 inhabitants.

Concerns about the neighbor to the east are nothing new for Finland, but with a submitted NATO application, the risk has increased that tensions will rise along the long border.

- It is impossible to know 100 percent which weapons the shelters can withstand, but it is calculated according to the highest level of protection, says Tomi Rask, planning manager at the Helsinki rescue service.
